About this opportunity
The City of Long Beach, California is soliciting bids on four current-model solar-powered electric vehicle chargers under ITB FM-25-638, with bids due September 16, 2025 at 11:00 AM and questions due August 26, 2025 at 11:00 AM. A local preference of up to 10% applies to Long Beach-based businesses, provided the preference does not exceed $50,000 per bid.
The scope requires four EV ARC units, each with two ChargePoint dual-port charging stations (eight total ports), transportable by trailer, weighing less than 10,000 pounds dry weight. Each unit must feature a minimum 4.3kW solar array, 40kWh expandable battery storage, minimum 5kW output per port, and withstand wind ratings up to 125 mph. Units must integrate with the City's existing ChargePoint charging network infrastructure and management platform — ChargePoint is mandatory for compatibility. The specification also mandates an off-grid, 100% solar-powered emergency power panel with 6kW 120/240V capacity for disaster preparedness. All equipment must comply with California Vehicle Code, California Code of Regulations, SAE Standards, Federal Motor Vehicle Standards, and Cal OSHA provisions, with components standard and cataloged by major manufacturers. Deliveries must be FOB 2600 Temple Avenue, Long Beach, within 180 days of purchase order receipt, between 7:30 AM and 3:30 PM weekdays. Vendors are responsible for system commissioning, startup services, initial configuration, on-site training at City facilities, and unloading and positioning at final destinations within City limits. All parts and work carry a minimum three-year warranty. Pricing must be firm for the contract term and include shipping, handling, unloading, and inside delivery with no additional fees.
The contract is for an initial one-year period with options to renew for four additional one-year periods. The City reserves the right to award to a single bidder or multiple bidders based on delivery time and other factors. Bids must be submitted electronically via https://longbeachbuys.buyspeed.com/bso/ with all mandatory attachments, including debarment certification, Equal Benefits Ordinance compliance form, and local preference documentation where applicable. Addendum 1 clarified that EV ARC units with ChargePoint ports are required and that vendors must acknowledge receipt of the addendum by signing and submitting it with their proposal, with failure to submit resulting in disqualification. Contract execution is anticipated in November 2025.
