About this file
This is a technical specification document issued by the City of Long Beach, California for the procurement of four (4) current model solar-powered electric vehicle charging systems. The specification outlines detailed requirements for transportable solar chargers with wind ratings up to 125 mph that must fit standard parking spaces and meet minimum dimensions of 18 feet by 7.5 feet at the base. Each unit shall feature dual charging ports with a minimum 4.3W solar array, minimum 40kWh expandable storage capacity, dual J1772 connectors, and a minimum output of 5kW per port. The specification additionally requires an off-grid, 100% solar-powered emergency power panel with 6kW 120/240V capacity and multiple outlet configurations for disaster preparedness and energy resiliency. The document stipulates that all equipment must comply with California Vehicle Code, California Code of Regulations, SAE Standards, Federal Motor Vehicle Standards, and Cal OSHA provisions, with all components being standard and cataloged by major manufacturers.
Bidders may propose approved equal items in lieu of specified brand names, provided they submit a written request to the City of Long Beach no later than seven (7) working days before bid opening, with approval or disapproval notification required three (3) working days before the deadline. The contract includes operational and maintenance requirements for the first year, encompassing PV panel cleaning, calibration checks, battery charging system verification, and EV charger operation confirmation. Additionally, vendors must provide an annual remote monitoring and management system with 4G LTE and WiFi connectivity enabling performance tracking and troubleshooting services for the first 12 months from the in-service date, with an option to extend up to 5 years. Unit and extension prices must exclude sales tax, and bidders are required to state the specific make and model being quoted; failure to do so may result in bid disqualification.
