About this file

This is Addendum No. 1 to Invitation to Bid (ITB) FM-25-638 issued by the City of Long Beach Department of Financial Management for solar powered vehicle chargers. The procurement requires four (4) EV ARC units, each equipped with two (2) ChargePoint charging ports, for a total of four dual-port charging stations. The units must be transportable via trailer haul method, weigh less than 10,000 pounds dry weight, and feature four contact points under the floor platform to facilitate lifting and securing for transportation. Units shall be delivered complete and ready for service to the City's Fleet Services at 2600 Temple Avenue, with system commissioning, startup services, and initial configuration of charging and monitoring systems included. Vendors are required to provide on-site training at either 2600 Temple Avenue or any City facility, and must be responsible for unloading and positioning units at final destinations within City limits when Fleet Services confirms those locations. The answers due date was September 2, 2025.

All solar charging units must integrate with the City's existing ChargePoint charging network infrastructure and management platform, as the City currently operates ChargePoint charging stations city-wide. ChargePoint is mandatory for compatibility with existing City infrastructure rather than alternative manufacturers. Vendors are responsible for operating in the normal, correct, and intended manner, fulfilling their purpose effectively without issues. The procurement encompasses equipment supply, delivery, commissioning, startup services, initial system configuration, on-site training, unloading, and positioning services, rather than delivery and drop-off only. The document requires proposers to acknowledge receipt of this addendum by signing and submitting it with their proposal, with failure to submit resulting in disqualification.

Answers Due Date: September 2, 2025

The questions and answers are as follows:

1. Q: The specifications describe the units as “transportable” but do not specify the transportation method. Are the solar charging units required to be permanently mounted on trailers for towing capability, skid-mounted for forklift/crane handling, self-contained structures moved by heavy equipment, or other specific mounting configuration?

A: The solar charger structure shall be able to transport to a desired location by a method of trailer (haul) not on the trailer platform.

2. Q: What specific features, if any, should be included to facilitate relocation of the units by Fleet Services Personnel? (i.e. integrated wheels, lifting points, tie-down points, ect.)

A: The solar charger structure shall have 4 points of contact under the floor platform to be able to be lifted and secure before transportation by a trailer.

3. Q: Should the units be delivered ready for immediate placement, or should they include integrated mobility systems for ongoing Fleet Services operations?

A: The solar chargers shall be ready for service on delivery date.

4. Q: Are there any weight limitations or handling equipment constraints we should consider for compatibility with Fleet Services existing equipment?

A: Dry weight shall be less then 10000 lbs.

Addendum No. 1 ITB FM-25-638

5. Q: The specifications reference a “charge point dual-plug CT-4023-GW1 network charger.” Is ChargePoint the mandatory charging hardware, or is this a generic reference to dual-port charging capability? Are alternative charging hardware manufacturers acceptable provided they meet the dual J1772 connector and 5KW per port output requirements?

A: Shall be a charge point charger to be compatible with existing City charging infrastructure.

6. Q: Does the City of Long Beach Fleet Services currently operate ChargePoint charging stations or utilize the ChargePoint network infrastructure? If so, is integration with the existing ChargePoint network a requirement for these solar units?

A: Yes, the City utilize charge point network and all City wide dedicated chargers are charge point.

7. Q: What Network Management System or charging management platform does Fleet Services currently use for EV charging operations? (Examples: ChargePoint, SemaConnect, Greenlots, proprietary fleet management systems, etc.)

A: Charge point.

8. Q: Are the solar charging units required to integrate with Fleet Services' existing charging network/management system, or can they operate as standalone units with their own monitoring platform?

A: Units shall integrate with the City’s charge point charging infrastructure.

9. Q: Is it for (4) EV ARCs with ChargePoint (2) ports each or for (2) EV ARCs with ChargePoint (2) ports each for a total of 4 ports?

A: Shall be four (4) EV ARC’s with two (2) Charge point ports

10. Q: Are the solar charging units required to integrate with Fleet Services' existing charging network/management system, or can they operate as standalone units with their own monitoring platform?

A: Same answer as question #8

11. Q: Does this procurement include installation services, or is it equipment supply and delivery only? The specifications state units shall be "ready for service upon delivery" but do not explicitly address installation requirements.

Addendum No. 1 ITB FM-25-638

A: All four (4) units shall be complete and ready for service at time of delivery to the City’s Fleet Services.

12. Q: Are contractors expected to provide any site preparation services (such as leveling, anchoring, or positioning of units), or will Fleet Services handle placement after delivery?

A: Fleet Services will determine the location after the solar chargers are delivery to the

City and the vendor will be responsible of operating or working in the normal, correct, or intended way, fulfilling its purpose effectively without issues

13. Q: Are contractors required to provide system commissioning, startup services, or initial configuration of the charging and monitoring systems?

A: Yes.

14. Q: The specifications mention training services - should this be provided on-site at the delivery location, or can it be conducted remotely/virtually?

A: On site at 2600 Temple Ave or any City facility.

15. Q: Beyond delivery to 2600 Temple Ave, are contractors responsible for unloading and positioning the units in their final locations, or does delivery constitute drop-off only?

A: Yes. The vendor will be responsible of operating or working in the normal, correct, or intended way, fulfilling its purpose effectively without issues when Fleet Services confirm the final destination withing City limits.
