About this opportunity

Monterey-Salinas Transit District is requesting bids for the purchase and installation of digital displays for 50 bus stop shelters without power infrastructure under IFB #27-03, with questions due October 20, 2026, and bids due November 4, 2026, at 1:30 p.m. The project is classified as Public Works and will be funded in part or wholly through federal funds or Caltrans grant funding, triggering federal compliance requirements and California prevailing wage obligations under Labor Code Sections 1770–1780.

Displays must be compatible with Message Point Media's MP.TV content management system and support open-standard operating systems including Android, Windows, Linux, macOS, and ChromeOS. All units must be independently powered with integrated solar panels and batteries, include WiFi and 4G/FirstNet cellular connectivity, and incorporate sleep mode functionality triggered by time, ambient lighting, or motion sensors. The scope covers 48 operational displays plus 2 spares for bus stop shelters, plus installations at three operational transit centers.

Bidders must hold current California Contractor's Licenses and maintain Department of Industrial Relations registration. Qualification requirements include three years of similar project experience, a permanent business established for at least five years, and financial statements demonstrating adequate resources; bidders must provide two current client references.

For contracts exceeding $100,000, MST requires a 5 percent bid guarantee, a performance bond of 100 percent of the contract price, and a payment bond of either 50 percent (contracts not exceeding $1 million) or 40 percent (contracts exceeding $1 million). Contractors must maintain comprehensive insurance: workers' compensation ($1 million per accident), commercial general liability ($1 million per occurrence, $2 million general aggregate), commercial automobile liability ($1 million combined single limits), and professional liability ($2 million per claim and aggregate). MST retains 5 percent from each invoice. Payment is due within 30 calendar days of invoice receipt.

Public bid opening occurs November 4, 2026, at 3:00 p.m., with Board of Directors contract award scheduled for December 14, 2026. Bids remain valid for 90 days following the bid due date.
