About this opportunity

Monterey-Salinas Transit District is requesting bids for the purchase and installation of digital displays for its fleet of 83 buses under IFB #27-01, with bids due November 4, 2026 at 1:30 p.m. and questions due October 20, 2026 at 5:00 p.m. This is classified as Public Works partially or wholly funded by Federal Funds or Caltrans Grant Funding, triggering federal compliance obligations outlined in Appendix A.02; bidders must also hold valid California Contractor's Licenses and comply with prevailing wage requirements under Labor Code Sections 1770–1780.

The scope calls for 170 full-color, high-visibility display units—two ceiling-mounted per bus plus four spares—installed in low-profile landscape format (approximately 50 inches wide) on bus ceilings. All displays must integrate with MST's Message Point Media (MPM) MP.TV content management system, run operating systems supporting direct MPM MP.TV application installation without proprietary bridges, receive security updates for the OS lifecycle, and support 802.11g WiFi and 4G or better cellular connectivity including AT&T FirstNet. Units must auto-adjust for lighting conditions and be in-field configurable for network selection. Bidders must provide warranty, repair, replacement policies, and mean-time-between-failure rates as part of the total cost evaluation.

Bidders must demonstrate three completed projects of similar nature within the past three years, maintain a business for a minimum five years, and submit financial statements evidencing adequate resources. For contracts exceeding $100,000, contractors must furnish a five percent bid bond, 100 percent performance bond, and either 50 percent (up to $1 million) or 40 percent (exceeding $1 million) payment bonds. Comprehensive insurance requirements include Workers' Compensation ($1,000,000), Commercial Automobile Liability ($1,000,000 combined single limit), Commercial General Liability ($1,000,000 per occurrence, $2,000,000 general aggregate), and Professional Liability ($2,000,000 per claim and aggregate), with MST named as additional insured. Contract award is anticipated December 14, 2026. Bids remain valid and irrevocable for 90 days following the due date. MST will retain five percent from each invoice; payment is made in arrears within thirty calendar days of receipt. Contact Steven Bruno, Purchasing Agent, at sbruno@mst.org or 831-264-5884.
