Bidders must submit firm, fixed pricing that includes the vehicle cost, California tire fees, delivery and handling fees, and applicable sales tax at 9.25%, with all bids due by February 11, 2026, at 2:00 PM through the County's online eProcurement Portal. All questions or requests for clarification must be submitted through the solicitation's Question & Answer section by February 3, 2026, at 2:00 PM, and all bids will remain valid for 180 days following the closing date. The award will be made to the lowest responsive, responsible bidder, with both vehicles including complimentary ToyotaCare coverage and offering specified exterior and interior color options.
The County offers a five percent price deduction for certified Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, with a maximum allowable preference deduction of $100,000. No incumbent vendors or current contractors are identified in this solicitation. Prospective bidders must complete and submit required tax documentation including IRS Form W-9, California Form 590 Withholding Exemption Certificate, and California Form 587 Nonresident Withholding Allocation Worksheet to establish tax reporting and compliance obligations prior to contract award. The contract award will be contingent upon the contractor's ability to furnish both a Performance Bond and a Labor and Material Payment Bond, each to be approved by the County's Risk Management office and County Counsel, with bond amounts to be determined based on the final contract price. While no specific budget range is disclosed in the solicitation documents, the total contract value will be determined by the lowest responsive bid submitted, which will include the cost of both vehicles, delivery fees, registration services, and applicable California sales tax.
