County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) certified bidders receive preference consideration, with a five percent deduction applied to bid prices for evaluation purposes for certified OCLSB or DVBE bidders, up to a maximum allowable preference deduction of $100,000; dual certification as both OCLSB and DVBE results in an eight percent preference deduction. Bidders must maintain a location within 75 miles of the delivery address, and if located within 15 miles, the County will arrange pickup at the bidder's location. Prior to contract award, bidders must provide current W-9 forms, DUNS numbers, UEI numbers, and certificates of insurance with additional insured endorsements, along with completion of mandatory forms including debarment certification and the Levine Act Campaign Contribution Disclosure Form. The contractor must complete all DMV registration and register the vehicle with an Exempt license plate. Performance and Labor and Material Payment Bonds are required, with bond amounts equal to not less than the estimated contract amount, ensuring contractor compliance with all terms, conditions, and specifications. No specific budget range or award value is disclosed in the solicitation materials; the contract value will be determined by the competitive bidding process.
