About this opportunity
The County of Orange Sheriff-Coroner Department is seeking competitive bids for the Purchase and Delivery of GPS Netclocks through a fully electronic solicitation. The procurement involves acquiring a comprehensive time and frequency synchronization system, specifically including one SecureSync Model 2406-613 base unit, two hot swap AC power supplies, power cords, a quad Gigabit Ethernet option card, GNSS outdoor antenna, GPS antenna surge protector, grounding kit, an Epsilon Switch & Amplifier System, and eight 4-inch green 6-digit IP clocks. The solicitation covers two jurisdictions: Orange County and San Diego City, with delivery scheduled to the Technology Division located at 1382 Bell Ave. in Tustin, California. Bidders must submit electronic proposals through the County's online bidding system by September 29, 2025, at 4:00 pm, with all questions and interpretation requests due by the same date and time. Evaluation criteria include responsiveness, responsibility, and pricing, with a potential 5% deduction for local small businesses (OCLSB) and disabled veteran business enterprises (DVBE).
The procurement includes specific restrictions and preferences for bidders, requiring vendors to be certified with the California Department of General Services and maintain principal operations within Orange County. The contract includes a cooperative purchasing program allowing other municipal, county, public utility, hospital, educational, and governmental organizations to potentially utilize the contract's pricing, with the County receiving a 2% administrative rebate for such extensions. Bidders must complete various certifications, including conflict of interest disclosures, debarment certifications, and campaign contribution disclosures. The contract term is one calendar year, with no price increases permitted during the first year and payment terms set at net 30 days after receipt of an acceptable invoice. While the total contract amount is to be determined (TBD), the County offers an electronic funds transfer (EFT) payment option and will award the contract to the lowest responsive and responsible bidder, reserving the right to reject any or all bids.
