About this opportunity

The City of Philadelphia is soliciting bids on punch machine maintenance as a micropurchase with bids due September 4, 2026. The total quote amount must not exceed $43,000, adjusted annually by the Consumer Price Index Urban (CPI-U) from January 1, 2020 to the most recently published CPI-U and rounded to the nearest thousand dollars. The City will award the contract as a whole or by line item, whichever is in the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and shall not deliver or provide services until notified by the department.

The contract term is 365 days commencing on the Effective Date specified in PHLContracts and automatically terminating thereafter. Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from the submission date. All quoted prices are fixed and exclusive of taxes, with delivery required FOB Destination Point. Payment follows delivery and City approval, with invoices requiring supporting documentation.

Sellers must submit an executed Consent and Authorization Agreement prior to bid closing; the agreement may be attached to the vendor's PHLContracts profile at registration or included with the first submitted quote. Sellers are required to enroll in electronic payment processing through the City's vendor portal to receive payments via electronic deposit.

Insurance requirements include workers' compensation at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. Sellers must certify they are not indebted to the City for delinquent taxes, liens, judgments, or other debts without an established written agreement or payment plan.

An optional LGBTQ Applicant Opportunity Data Form is available for submission to support the City's diversity, equity, and inclusion initiatives. The City notes that the Local Business Entity (LBE) Program does not apply to small purchases.
