About this opportunity
The Commonwealth of Kentucky, Finance and Administration Cabinet, on behalf of the Labor Division of Occupational Safety and Health Education & Training, is soliciting competitive bids for the procurement of air sampling equipment under RFB 758 2100000046. The primary deliverable consists of ten units of GilAir-Plus STP 5-Pump Starter Kits (Sensidyne model 910-0906-US-R), with no substitutions permitted. Each kit includes five air sampling pumps, a standard charging dock with power adapter, filter cassette holder, charcoal tube holder, user manual on electronic media, datalogging capabilities, and Gilian Pump Management software. A second line item for Low Flow Adapters was subsequently cancelled via Addendum No. 1 issued August 4, 2020, as the pump kits can function at both high and low flow rates without requiring separate adapters. All goods must be delivered by October 1, 2020, with delivery costs included in the bid price quoted on a F.O.B. Destination Freight Prepaid and Allowed basis. The solicitation was released July 27, 2020, with written questions due August 3, 2020, at 10:00 a.m. ET and bids due August 12, 2020, at 1:30 p.m. ET. Bids must be submitted electronically through the Kentucky eProcurement system; paper submissions will be rejected. Award will be made on a best value basis using a ranking approach with 90 points allocated to price and 10 points allocated to delivery performance, with the lowest-priced bidder receiving maximum price points and delivery points awarded only to vendors delivering prior to the October 1, 2020 deadline, subject to a one percent per day penalty for late delivery.
The solicitation includes reciprocal preference provisions for Kentucky resident bidders and qualified bidder preferences for Kentucky Correctional Industries and certain nonprofit organizations serving individuals with severe disabilities, with preference equal to 20 or 15 percent of maximum points respectively. All bidders must submit a completed Kentucky Tax Registration Application (Revenue Form 10A100), required affidavits certifying compliance with campaign finance laws and tax obligations, and EEO forms if applicable; bidders must also acknowledge compliance with boycott prohibitions and certify proper business registration. Prior to award, vendors must demonstrate that quoted prices remain valid for a minimum of 60 calendar days after the bid due date. No incumbent vendor or specific technology integration requirements are identified in the solicitation materials. Payment will be made within 30 working days of invoice receipt or goods delivery. The solicitation does not specify a total contract value or budget range; however, the procurement of ten pump kits at competitive pricing suggests a moderate dollar value award. All inquiries regarding the solicitation must be directed to Evelyn Osborne, Commonwealth Buyer, at 502-564-0552, who serves as the sole point of contact for this procurement.
