The Colorado Department of Human Services, Office of the State Architect is soliciting documented quotes for emergency replacement of a 2.1 million BTU hot water boiler at Pueblo Regional Center Hub A, located at 270 W John Powell Blvd, Pueblo West, Colorado, with quotes due July 31, 2026 at 10:00 a.m. and a mandatory pre-bid conference on July 22, 2026 at 10:00 a.m. at the project site. Colorado resident bidders receive preference as provided by law.

The existing boiler (Model #211A-11-W/S-1, Serial #503452-200501) has reached end of life and requires complete demolition and removal. The scope includes installation of a replacement boiler system, with like-for-like replacement prioritized where available; if the identical model is no longer manufactured, modifications to piping, venting, electrical, gas, and control systems may be required to ensure compliance with current mechanical and safety codes. The boiler serves as the primary heat source for Building Hub A and the facility's therapy swimming pool. All project specifics will be finalized during the mandatory pre-bid walk-through.

Quotes must be comprehensive, submitted on company letterhead with a completed signature page, and include all labor, materials, and work as described in drawings and specifications (Exhibit B). A bid bond of not less than 5% of the total bid is required for construction valued at $50,000 or greater. Pricing must be firm and FOB Destination. Questions are due July 24, 2026 at 10:00 a.m., with answers provided by July 27, 2026. The anticipated contract start date is August 20, 2026. Award will be based on lowest responsible bidder methodology. Awarded vendors must be registered in CORE, obtain necessary Colorado Secretary of State registration or certificate of authority, and participate in federal E-Verify or Colorado Department of Labor and Employment Program. A performance bond and labor and material payment bond are required upon award. Colorado prevailing wage requirements and state building code compliance apply.
