About this opportunity

Clay County Board of County Commissioners is requesting quotes for manhole rehabilitation and stormwater structure repair services at four miscellaneous locations—Silver Bluff Boulevard, 4101 Eagle Landing Parkway, Old Jennings Road, and Henley Road—under RFQ #25/26-096, with submissions due August 3, 2026 at 4:00 p.m. A local business preference under Clay County Resolution No. 2018/2019-2 applies to entities maintaining a permanent place of business with full-time employees in Clay County for a minimum of twelve months or utilizing at least 40 percent local subcontractors and suppliers.

Qualified contractors must hold active Florida licensure and demonstrate a minimum of five years of experience performing similar manhole rehabilitation work. The scope includes cleaning manhole interiors, repairing and reconstructing failed structural sections, stopping active leaks through manhole walls and joints, surface preparation, and application of hydrogen sulfide-resistant coatings to provide monolithic liners on inside manhole walls. Contractors must self-perform a minimum of 40 percent of awarded work with their own workforce; all other work may be subcontracted. Site inspections are mandatory for all bidders. Substantial completion is required within three weeks from Notice to Proceed, with final completion no less than thirty calendar days after the County delivers the Punch List.

All permits, fees, licenses, and final inspections are the contractor's responsibility, except utility service connection fees paid by the County. Contractors must maintain Commercial General Liability of $1 million each occurrence / $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Workers' Compensation at statutory limits. Payments are issued monthly per the Florida Local Government Prompt Payment Act. Submissions must include W-9, EFT authorization, E-Verify documentation, certificate of insurance, current licenses and certifications, and Scrutinized Companies Certification. A two-year warranty covering all labor and materials applies from the date of completion and acceptance; the contractor must respond to warranty calls within twenty-four hours of notification. Quotes are submitted through the ProcureNow electronic portal.
