About this opportunity

Montgomery County Department of Public Safety (MCDPS) is seeking a comprehensive Multi-Factor Authentication (MFA) implementation services contract through RFP 25-69, targeting enhanced cybersecurity for public safety systems. The procurement focuses on implementing MFA solutions for approximately 2,000 users, specifically 150 telecommunicators at two 9-1-1 communication centers and 1,700 law enforcement officers across 53 separate agencies. The selected vendor must provide MFA software licensing, physical hardware tokens, and full implementation services, including Active Directory account creation, group policy configuration, and agency-specific cutover planning. Vendors must comply with FBI CJIS security policies, Pennsylvania State Police guidelines, and undergo extensive background checks, including Live Scan fingerprinting and CJIS Security Awareness Training. The proposal is due by February 5, 2026, with an initial 12-month comprehensive service period commencing upon full migration and potential renewable support through year five. Key deliverables include 24/7/365 help desk support, monthly compliance reporting, user enrollment management, and token deployment procedures.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The MFA solution must be compatible with the county's existing Absolute Secure Access VPN software and Windows 11 workstations, indicating potential integration requirements. While specific budget ranges are not detailed in the provided documents, the project scope suggests a significant investment covering software licensing, hardware tokens, implementation services, and ongoing support for a substantial user base. Vendor qualifications include maintaining CJIS Level 4 certification for IT personnel and providing comprehensive administrative access to the county for all delivered systems. The contract will require vendors to demonstrate robust incident response plans, service level agreements, and the capability to manage complex multi-agency authentication environments across public safety communication systems.
