About this opportunity

San Mateo County is seeking a Security Assessment Contractor to conduct a comprehensive evaluation of public safety radio infrastructure sites through Request for Proposals (RFP) No. 2024-RFP-00106. The project focuses on assessing physical security, emergency power systems, risk and hazard evaluation, and prioritization of infrastructure enhancements for the FN6 and ALS JPA Radio System. Specific deliverables include a detailed site inventory documenting ownership status, access rights, facility purposes, and comprehensive documentation with GIS-mapped site information. Proposers must have at least four years of similar service experience and be registered with the System for Award Management (SAM). The evaluation criteria will be based on a points-based scoring system: Project Approach (12.5%), Firm Qualifications (31.3%), Team Qualifications (25%), and Price (31.3%). Key deadlines include a pre-proposal Zoom meeting on April 10, 2024, and proposal submissions due by 4:00 pm on May 9, 2024, with an anticipated contract award date of June 7, 2024. The project has a one-year contract term and aims to be completed by December 31, 2024.

The procurement will be conducted as a cooperative agreement, potentially allowing other organizations to utilize the resulting contract. While no specific set-aside designations are explicitly mentioned, the county reserves the right to accept proposals other than the lowest-priced offer. Proposers must submit technical and fee proposals separately through the county's eProcurement portal. The project involves working closely with the San Mateo County Department of Emergency Management (DEM) Fire Liaison, requiring frequent communication and weekly progress updates. Contractors will be expected to develop a long-term resilience and sustainability strategy for the fire radio infrastructure, addressing critical factors such as power supply reliability, cyber threats, and physical security risks. Although a specific budget range is not disclosed, the total project scope suggests a significant investment in public safety infrastructure assessment and improvement. Protests or questions related to the procurement can be submitted to Protest@smcgov.org.
