About this file
This Scope of Work details a Public Safety Infrastructure Upgrade Project for the San Mateo County Fire JPA (Joint Powers Authority) and ALS JPA Radio System. The project seeks a Security Assessment Contractor to comprehensively inventory, assess, and develop a strategic framework for fire radio infrastructure sites by December 31, 2024. Key tasks include conducting site visits, documenting site ownership and access rights, performing risk and hazard assessments, creating a prioritization framework for infrastructure projects, engaging stakeholders, ensuring data quality, and developing a long-term resilience and sustainability strategy.
The project emphasizes thorough documentation, including creating GIS-mapped site information, compiling site photos and surveys, identifying facility purposes, and establishing communication channels with stakeholders. The assessment will evaluate critical factors such as power supply reliability, cyber threats, physical security risks, and legal access constraints. The contractor will work closely with the San Mateo County Department of Emergency Management (DEM) Fire Liaison to maintain data accuracy and will provide weekly progress updates. The ultimate goal is to enhance the resilience and sustainability of the fire radio infrastructure to support public safety operations.

Public Safety Infrastructure Upgrade Project - Scope of Work
1. Comprehensive Inventory of Fire Radio Infrastructure Sites:
• Create a comprehensive list of sites that house radio infrastructure necessary to operate the FN6 and
ALS JPA Radio System.
• Conduct site visits to each fire radio infrastructure location for a thorough assessment.
• Document and verify the ownership status of the land associated with each site.
• Compile a detailed record of the business name, leaseholders, and other tenants using the same occupancy, if applicable, specifying lease terms and conditions.
• Establish a comprehensive list detailing access rights for maintenance, emergency repairs, and upgrades, including contact information for responsible parties.
• Ideally, utilize Geographic Information System (GIS) tools to accurately map and visualize site information.
• Compile a library of photos, site surveys, and diagrams.
• Identify the purpose of the facility (Controls, Commands, receiver, transmitter, fiber, microwave, or fiber optic)
• Create a repository of documents, such as lease agreements, and MOUs related to the radio infrastructure.
2. Assessment of Fire Radio Infrastructure Condition and Vulnerability:
• Perform a comprehensive risk and hazard assessment for each site, considering factors such as power supply reliability, cyber threats, and physical threats (fire, flood, vandalism, theft).
• Evaluate threats related to access, including the stability of roads and access points.
• Identify legal or access constraints arising from land ownership, lease agreements, or regulatory constraints affecting infrastructure resilience.
• Provide detailed documentation of vulnerabilities, risks, and threat assessments for each site.
3. Development of a Prioritization Framework for Fire Radio Infrastructure Projects:
• Collaborate with stakeholders to establish a prioritization framework considering assessed risks that pose criticality, and potential impact on public safety.
• Define clear criteria and scoring mechanisms for prioritizing projects within the framework.
• Incorporate feedback from Fire JPA, emergency services, and key stakeholders.
• Present the finalized prioritization framework and list of proposed projects for final approval and adoption.
4. Stakeholder Engagement and Collaboration for Fire Radio Infrastructure:
• Facilitate meetings and site visits with stakeholders.
• Establish ongoing communication channels to address concerns, gather input, and maintain transparency.
• Provide weekly updates on project progress and address any emerging issues promptly.
5. Data Quality Assurance:
• Gather and Review data related to fire radio infrastructure.
• Implement data quality assurance measures to ensure accuracy, completeness, and reliability.
• Establish protocols for continuous data maintenance and updates.
• Work with San Mateo County Department of Emergency Management (DEM) Fire Liaison to ensure data accuracy.
6. Creating Long-term Resilience and Sustainability Strategy for Fire Radio Infrastructure:
• Develop a comprehensive long-term resilience and sustainability strategy.
• Define specific security protocols and procedures for maintaining resilience over time.
Timeline:
The Security Assessment Contractor is expected to complete the comprehensive inventory and assessment tasks by
December 31, 2024, allowing sufficient time for the subsequent phases of the FRIP to proceed smoothly. Continuous engagement with stakeholders and data quality assurance measures will be ongoing throughout the project.
