About this opportunity
Dane County, Wisconsin is requesting proposals for Public Safety Communications Radio Interoperability and Systems Engineering Services under RFP #2026-RFP-067-PR, with proposals due November 3, 2026 at 2:00 p.m. A local-vendor preference applies: Dane County–based vendors receive 5 evaluation points, and vendors from adjacent counties (Columbia, Dodge, Green, Iowa, Jefferson, Rock, Sauk) receive 2 points.
The scope encompasses professional planning, analysis, and facilitation services to evaluate and modernize public safety radio communications infrastructure serving approximately 85 agencies including law enforcement, fire, EMS, and county and municipal departments. The current system operates a VHF (136–174 MHz) L3 Harris P25 trunked simulcast platform serving approximately 1,000 daily users across 10 radio frequencies. Deliverables span 12 project milestones: needs assessment, infrastructure documentation, interoperability review, coverage analysis, migration planning, acquisition strategy development, RFP development, and RFP process support. The consultant must recommend economical, efficient, and reliable approaches for modernizing radio communications and interoperability systems.
Evaluation uses a weighted scoring methodology totaling 105 points: Organizational Capabilities (15 points), Staff Capabilities (15 points), Project Approach (25 points), Project Schedule and Work Plan (15 points), Cost (30 points), and Local Vendor Preference (5 points). The County reserves the right to negotiate contract terms with the highest-scoring proposer and may require oral presentations from top-ranked vendors.
Insurance requirements include $1 million Commercial General Liability, $1 million Business Auto Liability, $1 million Environmental Impairment Liability, and Workers' Compensation at Wisconsin statutory limits. A vendor conference is scheduled for October 13, 2026 at 1:00 p.m. via Zoom. Questions are due October 15, 2026 at 2:00 p.m. Proposals must be submitted electronically via the County's eProcurement Portal and must include a W-9 form. Contract renewal terms must be mutually agreed upon by both parties.
