About this opportunity
Dane County, Wisconsin is soliciting proposals for an evaluation of Public Safety Answering Point (PSAP) consolidation, with questions due November 19, 2026 at 2:00 p.m. and proposals due December 10, 2026 at 2:00 p.m. Local-vendor preference is scoring-based, not a set-aside: vendors located within Dane County receive 5 preference points, and vendors in Columbia, Dodge, Green, Iowa, Jefferson, Rock, and Sauk counties receive 2 points. A mandatory vendor conference attendance requirement is indicated in the questionnaire section.
The study assesses call-taking and dispatch operations at Dane County Public Safety Communications, Sun Prairie Police Communications, Monona Police Communications, Stoughton Police Communications, and Middleton Police Communications. Scope includes each PSAP's operational capabilities, strengths and limitations, and the positive and negative impacts consolidation may have on respective communities. The study will not directly result in consolidation but will inform decisions by County leadership and affected municipalities. Required deliverables span eleven fixed, all-inclusive price line items: project initiation and planning, stakeholder interviews, communications center operational assessment, CAD/RMS and NG911 assessment, radio system assessment, governance analysis, financial and tax levy modeling, staffing impact analysis, risk assessment, draft report, and final report with presentation. Final delivery, including findings and recommendations, is due no later than Spring 2027.
Proposers must carry commercial general liability insurance of at least $1,000,000 per occurrence and professional liability insurance of $2,000,000.
Evaluation points are allocated as follows: cost (30), project approach (25), organizational capabilities (20), staff qualifications (15), proposer references (10), and local vendor preference (5). Questions receive written responses by November 25, 2026. Proposals must be submitted electronically through the County's eProcurement Portal, and the Dane County Purchasing Division is the sole point of contact for questions and issues during the process.
