About this opportunity
The City of Tucson is seeking proposals for a public housing self-service laundry contract to provide washing and drying equipment across multiple public housing complexes. The procurement, identified as RFP No. 222983, aims to establish coin-drop and/or card-reader operated laundry facilities for residents, with a particular focus on serving elderly and handicapped residents with limited monthly incomes. The contractor will be responsible for installing, maintaining, and servicing high-efficiency washers and dryers with ADA approval and multiple wash cycles at 14 different housing complex addresses throughout Tucson. Required equipment includes various washer and dryer configurations, ranging from single to triple-load units, with both electric and gas-powered options. Pricing is structured with specific rates per load: single load washers at $1.50, double load washers at $1.75, and single load dryers at $1.50, with variations for different machine sizes. The pre-proposal meeting was held on March 15, 2022, with proposal submissions due on April 12, 2022. The initial contract term is one year, with the option to renew for four additional one-year periods, and contractors must comply with all HUD terms and conditions specified in the attachments.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide comprehensive laundry services, including all maintenance, repairs, and replacements of equipment, and share a percentage of gross proceeds with the City, with the specific percentage to be proposed by the vendor. The contract is funded through HUD subsidies, requiring strict compliance with federal housing regulations and non-discrimination policies. While no incumbent vendors are mentioned, the project involves integrating new laundry equipment across multiple existing public housing locations. The pricing attachments suggest that contractors will need to cover all direct and indirect costs, including labor, overhead, materials, and associated expenses. Though a specific budget range is not explicitly stated, vendors will be evaluated on their proposed revenue share percentage and per-load pricing, with an emphasis on providing affordable and reliable laundry services for low-income residents. The total equipment inventory spans approximately 50 washers and dryers across nine different housing complex locations in Tucson.
