The work covers quarterly preventative maintenance with annual comprehensive system assessments across four campus buildings: Knowles Hall (building #10), Gregg Hall (building #9), Wartmann Hall (building #2), and Kramer Hall (building #34). Scope includes licensing and maintenance of Niagara Supervisor and JACE controllers, verification of BACnet/IP and BACnet MS/TP network communications, review and testing of HVAC control sequences, sensors, and actuators, alarm management, energy optimization review, and backup and database integrity verification. Contractors must deliver written service reports after each visit and quarterly onsite training of 8 to 16 hours for identified FSDB staff. Fieldprint badging background checks apply under the Notice to Contractors.

The solicitation exceeds the Category Two threshold of $35,000 under Florida Statutes 287.017. No bid, payment, or performance bond is required. Responses remain firm for 60 days after opening, extendable if delayed by appeal or protest. Estimated contract start is December 4, 2026, and intent to award is November 6, 2026. Work is performed at FSDB's St. Augustine campus, and submittals go to 207 San Marco Avenue, St. Augustine, Florida 32084, with bid opening at 2:00 PM on November 3. Facsimile and electronic submissions are not accepted, and hand-delivery timing is determined at the Campus Police Center Checkpoint on Genoply Street.

Submittals require one original, five copies, and one electronic PDF, plus MyFloridaMarketPlace registration with active W-9 status, Florida licenses and registrations, certificates of insurance, a Public Entity Crimes Sworn Statement, and a Vendor Certification Form (PUR 7801) addressing the Israel boycott. FSDB reserves the right to seek clarifications, conduct Best and Final Offers, and reject any or all replies. Questions go by email to Purchasing Analyst Elizabeht Nimitz (nimitze@fsdbk12.org) and Director of Purchasing Kim Whitwam (whitwamk@fsdbk12.org). Protests must be filed within 72 hours of posting or decisions, with a bond equal to one percent of the estimated contract amount.
