About this file

This Addendum #1 document provides questions and answers clarifying the scope and requirements for ITB-27-050, a Niagara Building Systems Inspections and Preventative Maintenance contract issued by the Florida School for the Deaf and the Blind (FSDB). The solicitation addresses preventative maintenance and inspections for Building Automation Systems across four campus buildings: Knowles Hall, Gregg Hall, Wartmann Hall, and Kramer Hall. Questions were submitted by Honeywell International, Inc. and EASI; notably, FSDB declined to provide a bill of materials and denied a request for a bidding process extension. Key clarifications include that quarterly maintenance should be performed via Building Automation System (BAS) with at least annual physical inspection and calibration, quarterly onsite training of 8 to 16 hours should be included in base pricing and provided across all buildings combined, and Software Maintenance Agreements pricing should include the Niagara Supervisor and six technicians. The contract scope excludes the Kirk Hall Freezer/Cooler Niagara JACE controller.

FSDB clarified that repairs identified during scheduled maintenance, including replacement of failed components and corrective programming, will be quoted and billed separately using contract repair labor rates and material markups if they fall outside the scope of inspection and maintenance. Anticipated costs for future Niagara 5 software upgrades, licensing, hardware compatibility, and labor should be noted in proposals and factored into the annual budget; software maintenance and upgrades for Niagara 4.15 and earlier versions should be included, with upgrades beyond Niagara 4.15 available for separate quotation if requested. The clarifications address commodity codes 72151200 (HVAC construction and maintenance services) and 72151207 (HVAC installation and maintenance services), establishing the framework for competitive bidding under the established solicitation timeline.

Submission of Questions and Written Responses

The following questions were submitted by Honeywell International, Inc.:

Q. Can a bill of materials (BOM) be provided? There is nothing in the bid package what and how many items the vendors are inspecting and maintaining.

A. A bill of materials cannot be provided at this time. The buildings to be covered by the awarded contract are

Knowles Hall, Gregg Hall, Wartmann Hall, and Kramer Hall.

Q. We are requesting a week extension to accommodate #1.

A. There will be no extension of the bidding process.

The following questions were submitted by EASI:

Q. Section 3.1.2.1 references verification of operation and calibration of BAS-connected sensors, actuators, valves, dampers, and other field devices. Can you clarify whether quarterly maintenance requires physical inspection and calibration of all connected field devices, or whether operational verification through the Niagara BAS is acceptable, with physical testing and calibration performed as needed or during the annual comprehensive assessment?

A. Quarterly maintenance should be performed via BAS and if there are any discrepancies addressed as needed, and at least once annually perform physical inspection with calibration.

Q. Section 3.1.2.3 requires quarterly onsite training of 8 to 16 hours. Can you confirm whether these hours are intended to cover all four buildings combined each quarter? Also, should bidders include the full 16 hours per quarter in their base pricing?

A. Training will be general across all the buildings and will focus on Niagara equipment, software, and operations.

Yes, 8-16 hours of training should be included in the quarterly base pricing.

Q. Section 3.1.2.1 references licensing, inspection, and maintenance of the Niagara Supervisor and JACE controllers. Please clarify whether the base preventative maintenance pricing should include renewal or reinstatement of Niagara Software Maintenance Agreements (SMAs) for the campus Supervisor only, or for both the Supervisor and all applicable JACE controllers, including those serving individual HVAC equipment.

A. The pricing should include the supervisor and six techs.

Q. Additionally, with the upcoming release of Niagara 5, the associated licensing, hardware compatibility, and upgrade costs have not yet been established for this project.

A. This should be noted in the proposal with any anticipated costs; these costs need to be factored into the annual budget for FSDB.

Q. For bidding purposes, please confirm that software maintenance and upgrades for the Niagara Supervisor and applicable JACE controllers may be limited to Niagara 4.15 and earlier versions, where supported. Any future upgrades beyond Niagara 4.15, including associated licensing, hardware, and labor costs, would be quoted separately if requested by FSDB.

A. Software maintenance and upgrades should be noted and included in any anticipated costs.

Q. Please confirm whether repairs identified during scheduled maintenance, including replacement of failed sensors, actuators, controllers, and corrective programming, will be quote and billed separately using the contract repair labor rates and applicable material markups.

A. Yes, if the repairs fall outside the scope of inspection and maintenance.

Q. I noticed that Kirk Hall Freezer/Cooler Niagara JACE was not apart of the scope. Do we need to include that in the PMA?

A. That system is not included.

No further questions submitted.
