About this opportunity
The Florida School for the Deaf and the Blind (FSDB) is conducting a competitive solicitation (RFP-26-039/IN-26-070) for the Usina Running Track project, located in St. Johns County, Florida. The procurement seeks qualified vendors to provide sports equipment and athletic field construction services for a new running track facility. Two vendors, GeoSurfaces Southeast and Nidy Sports Construction, have been pre-qualified to participate in the competitive bidding process after successfully meeting initial qualification requirements. The mandatory pre-response meeting is scheduled for December 16, 2025, with a pre-bid qualification review period running from December 5, 2025, at 3:00 PM through December 10, 2025, at 3:00 PM. Potential vendors must submit any questions via email to Christine Skaggs, Purchasing Analyst, or Kim Whitwam, Director of Purchasing, using the provided email addresses. One vendor, American Athletic Track & Turf, was initially deemed deficient due to an invalid W9 form in their MFMP documentation and has been given an opportunity to correct and resubmit their documentation by December 11, 2025, at 3:00 PM to qualify for meeting attendance.
The solicitation does not explicitly specify set-aside designations or restrictions on organizational respondents, though the use of the Minority/Female/Minority Business Enterprise (MFMP) documentation suggests potential preferences for diverse business participation. No incumbent vendors or specific budget ranges are detailed in the available documentation. The procurement appears to be an open competitive process focused on selecting a qualified vendor for athletic facility construction, with an emphasis on technical capability and compliance with submission requirements. While specific award values are not disclosed, the project involves the construction of a running track, which typically represents a significant capital investment for educational facilities. The selection process appears to prioritize vendor qualifications, technical competence, and adherence to administrative requirements, as evidenced by the pre-qualification review and mandatory meeting structure.
