About this opportunity

Florida School for the Deaf and the Blind (FSDB) is requesting proposals for the demolition and beautification of the McClure Center (Building #22) on its St. Augustine campus under RFP-27-068, with pre-bid qualification responses due December 8, 2026, at 12:45 p.m. Firms must be properly licensed in Florida at submittal, and the solicitation only encourages participation from small businesses, minority-owned enterprises, and Florida-certified veterans business enterprises, so no set-aside applies. The project is classified as a Level FOUR construction project exceeding the $200,000 threshold.

Scope covers abatement and demolition of approximately 13,040 square feet of building structure, including foundations, an elevator, sidewalks, HVAC units, electrical equipment, and approximately 116 feet of covered walkway. Site restoration follows, with hardscaping and landscaping improvements. Respondents must register with MyFloridaMarketPlace (MFMP), hold valid Florida licenses where Chapter 489 of Florida Statutes requires them, and provide at least three references from projects completed within the past three years. Vendors must post a 5% bid bond or equivalent with their response and furnish 100% payment and performance bonds before contract execution.

Funding is subject to available funds. The estimated contract start date is February 5, 2027, and the work is located in St. Johns County, Florida.

The timeline includes a mandatory pre-response meeting and site visit on December 18, 2026, at 9:00 a.m. The RFP submission deadline is January 6, 2027, at 12:45 p.m., with oral presentations January 6–7, 2027. The notice of intent to award is listed for December 12, 2027, at 4:00 p.m. Questions must be submitted by email to Christine Skaggs, Purchasing Analyst, and Kim Whitwam, Director of Purchasing, and only procedural questions receive answers on receipt. Respondents must monitor the FSDB website for amendments and addenda, and failure to comply with published changes may be grounds for proposal rejection. FSDB reserves the right to reject all replies, request best and final offers, and withdraw the solicitation at any time.
