About this opportunity

The Pennsylvania Department of General Services, on behalf of the Pennsylvania State Police, is seeking competitive bids for monthly lawn care maintenance services at Troop P - Towanda Station located at 295 Tomahawk Road, Towanda, PA 18848. The procurement solicitation (IFB #6100065450) requires vendors to furnish all labor, equipment, and materials to perform comprehensive grounds maintenance including weekly mowing from April through the cutting season (32 instances annually), trimming and pruning of shrubs, bushes, trees, and landscaping features in May, June, and September (3 instances), monthly weed control during the cutting season (7 instances), and mulching services as requested by the Station Commander (1 instance). The contract term consists of an initial mandatory one-year period with four optional one-year renewals available at the Commonwealth's discretion, provided notification is given at least 90 days prior to expiration and the contractor consents at least 60 days prior. Bidders must submit responses electronically through the PA Supplier Portal at www.pasupplierportal.state.pa.us by March 12, 2026, with written questions due to RA-SPPSPBIDS@PA.GOV no later than March 5, 2026 at 11:00 a.m. A mandatory site visit to the facility must be completed prior to bid submission by contacting Sergeant Joseph Bufalino Jr. at 570-265-2186, extension 102 or JBUFALINO@pa.gov. Required bid documents include a completed cost matrix, a signed Proof of Visit form authenticated by the Station Commander or authorized representative, a completed Worker Protection and Investment Certification Form (BOP-2201), current proof of insurance naming the Pennsylvania State Police as certificate holder and additional insured with minimum coverage of $250,000 per person and $1,000,000 per occurrence, and current Pennsylvania small business certification.

This procurement is designated as a Small Business set-aside, restricting eligibility to vendors certified as small businesses through the Commonwealth's self-certification process at the time of bid opening; therefore, current PA small business certification documentation must accompany all bid submissions. The Commonwealth reserves the right to make a single award to the lowest responsive and responsible bidder or to award by individual line item as deemed advantageous to the Commonwealth's interests. All contractors must comply with the Enhanced Minimum Wage Provision requiring payment of no less than $15.00 per hour, adjusted annually for cost-of-living increases beginning July 1, 2023, and must maintain current worker's compensation insurance. Pricing shall be firm as quoted in the bid and incorporated into the resulting contract, with compensation limited only to services delivered and accepted by the Commonwealth at the prices specified in the purchase order; no travel or per diem expenses are permitted unless specifically authorized in the contract. The cost matrix provided in the solicitation documents must be completed in its entirety with unit prices and total costs for each service category across all five potential contract years, though specific budget ranges or estimated values are not disclosed in the solicitation. The Commonwealth will process invoices within 30 days of receipt of proper documentation and may assess interest if payment is delayed beyond 15 days after the required payment date, with payments processed through Automated Clearing House (ACH) transfer or Commonwealth purchasing card for transactions under $10,000.
