About this opportunity
The Nevada Division of Parole and Probation (NPP) is seeking to contract with a vendor to facilitate a six-month workload/time study of Pre-Sentence Investigation (PSI) Specialist IV positions. The study will evaluate the workload for the three geographical areas of NPP that conduct PSI investigations and reports (Las Vegas, Reno, and Rural). The vendor must conduct on-site visits to meet with staff and observe the work performed, with a minimum of two work weeks in the Las Vegas office and one work week in the Reno office. The work is to begin no later than October 1, 2021, with the final report and conclusions due to NPP no later than June 1, 2022. The contract will be awarded to the responsible vendor whose proposal is determined to be the most advantageous to the State based on the evaluation criteria, which include demonstrated competence, experience in comparable engagements, conformance with the RFP terms, and expertise and availability of key personnel. The State will not pay for any expenses incurred by the vendor, and payment will be issued after the study results are received, approved, and invoiced.
The solicitation is for the State of Nevada and involves the jurisdiction of Churchill County. The Notice of Award letter indicates the contract was awarded to Evident Change with a total value of $107,500. The notice states that the award is effective immediately, and an eleven-day appeal period has commenced, after which the contract award will be finalized if no appeals are filed. The purpose of the study is to gather information that will be used to build the personnel budget for the year. The solicitation documents do not mention any set-asides, incumbents, funding requirements or sources, or other salient pricing information.
