About this opportunity

Provo City Water Resources Division, within the Public Works Department of Provo City, Utah, is soliciting proposals for specialty building construction manager/general contractor (CM/GC) preconstruction and construction services for the Provo Water Reclamation Facility Administration and Collections Buildings Project. Proposals are due November 24, 2026 at 2:00 p.m. local time, and a mandatory pre-proposal meeting and site tour is set for November 3, 2026 at 10:00 a.m. at 1685 South East Bay Boulevard. The RFP selects no set-aside or preference program.

The project replaces aging infrastructure that does not meet current structural and seismic codes with new administration and collections buildings. The selected CM/GC provides preconstruction services, guarantees a maximum price (GMP) for construction, and must self-perform at least 50 percent of the project scope. Proposals may not exceed 15 pages double-sided and must cover firm qualifications, team experience, project understanding, project approach, key personnel resumes, and a detailed review of the draft CM/GC Preconstruction Services Agreement. The attached micropile foundation design package specifies foundations for the two buildings, including verification load testing on two sacrificial micropiles.

The City has budgeted $12 million for preconstruction and construction services, excluding design services and environmental studies. The preconstruction agreement is anticipated to be executed on or about January 15, 2027. The Collections Building is targeted for substantial completion in October 2027, and the remainder of the project by December 30, 2028.

Evaluation is best-value on weighted criteria: Project Approach (30 points), Team Member Experience/Qualifications (25 points), Firm Experience/Qualifications (20 points), Project Understanding (15 points), CM/GC Preconstruction Services Agreement Review (5 points), and Preconstruction Services Level of Effort and Scope Review (5 points). Up to four proposers are shortlisted for interviews of approximately 90 minutes, at which shortlisted firms submit sealed Fee and Rate Proposals stating preconstruction and construction-phase fees as percentages of the cost of work.

Questions are due November 12, 2026, and final addenda will be issued by November 17, 2026. Proposals must be submitted in hard copy and electronic format to Dave Torgersen, Provo City Public Works Department.
