About this opportunity
Gwinnett County Board of Commissioners is requesting proposals for the Provision of a Family Planning Program under RFP RP032-21, with proposals due October 11, 2021 at 2:50 p.m., and questions due October 1, 2021 at 3:00 p.m. Firms on the Gwinnett County ineligible source list or those debarred or suspended are ineligible to submit.
The program operates as a standalone benefit with no fertility services incorporated into medical or pharmacy plans. Scope covers six service categories: preconception planning, fertility services, adoption support, surrogacy assistance, pregnancy services, and new parent support, supplemented by a wallet reimbursement program providing up to $20,000 annual benefit per participant. Ideal qualifications include at least 5 years of experience administering and offering family planning products; however, the Read Me First document establishes ideal expectations rather than automatic disqualification criteria, and vendors will be scored on responses to RFP questions including funding mechanisms and capabilities in a standalone environment.
The contract is annual with options. Maven Clinic Co. was selected as the recommended vendor with a total annual cost of $915,950.10, incorporating tiered per-utilization costs ranging from $590.95 to $950.00 by service category, a fixed monthly platform access fee of $2,833.33, and $740,000 annual wallet reimbursement allocation. Maven Clinic Co. scored 83.30 of 100 possible points across eight evaluation criteria assessing organizational experience, programs and member support, account management and reporting, reimbursement mechanism functionality, references, and plan cost performance. All four responding vendors committed to holding pricing firm across the contract term.
Proposals must be submitted in hard copy (2 copies) with digital responses on 3 flash drives; electronic submissions are not accepted. Vendors must acknowledge receipt of Addendum 1 on page 12 of the Read Me First document.
