About this file
This is Addendum 1 to Request for Proposal RP032-21 issued by Gwinnett County Board of Commissioners for the Provision of a Family Planning Program on an annual contract basis. The program will operate as a standalone benefit, with medical and pharmacy plans not incorporating fertility services as covered benefits. The question submission deadline is 3:00 p.m. on October 1, 2021, and formal solicitation responses must be received no later than 2:50 p.m. on the specified due date. Proposals must be submitted via mail in hard copy format (2 copies) along with digital responses on 3 flash drives. Electronic submittals are not currently accepted by Gwinnett County Board of Commissioners.
The requirements outlined in the Read Me First document serve as ideal expectations for prospective vendors rather than automatic disqualification criteria; vendors will be scored based on their responses to RFP questions, including questions related to funding mechanisms and capabilities in a standalone environment. Ideal qualifications include at least 5 years of experience in administering and offering family planning products. Firms currently on the Gwinnett County ineligible source list or those debarred or suspended during the solicitation period are prohibited from submitting proposals. Vendors must acknowledge receipt of this addendum on page 12 of the Read Me First document.

Addendum 1
RP032-21
Provision of a Family Planning Program on an Annual Contract
Questions Q1. On page 2, section 2 (titled “Proposal Scope and Objections”) of the “Read Me First” document, it states that, “It is Gwinnett’s intention to offer this benefit on a standalone basis, and it will not be integrated with the medical plans.”
Can you clarify what you mean when you say that it will not be integrated with the medical plan?
Is it Gwinnett’s intent to clarify that the coverage will not be offered by the medical plan? Or, is the intent to clarify that there should be no interaction with the selected vendor and the health plan?
A1. The program will run on a standalone basis only, meaning the medical and pharmacy plans will not add applicable fertility services as covered benefits. In the RFP you’ll find questions related to the funding mechanism which will allow us to gauge providers’ capabilities in a standalone environment.
Q2. As it relates to the “Requirements Specific to this Proposal” on page 4 of the “Read Me First” document, are each of the listed requirements non-negotiable? In other words, will a vendor be excluded from consideration if they do not meet each and all of the requirements? (For example, “Vendor should have at least 5 years’ experience in the administration and offering of these type products.”)
A2. The requirements referenced in the Read Me First document are ideal expectations for a chosen partner. Vendors will be scored accordingly in terms of how they respond to the questions within the RFP, but proposals are not automatically disqualified from consideration.
Q3. Deadline to submit questions for the RFP - can you confirm if this is 9/24, 10/1, or 10/6?
A3. The question deadline is 3:00 P.M. on October 1, 2021.
Q4. Do I understand correctly that the responses must be submitted via mail, with 2 hard copies and digital responses on 3 flash drives?
Q3. Yes.
Acknowledge receipt of this addendum on page 12 of the Read Me First document.
Sincerely, Dana Garland Dana Garland, CPPB, NIGP-CPP Purchasing
