About this opportunity
The City of Philadelphia's Police Department is soliciting proposals for professional video production, public information, and media training services to support recruitment and communications efforts under an RFP with proposals due October 5, 2026 at 5:00 p.m. Philadelphia Local Time, and questions due by September 21, 2026.
The City encourages Local Business Entity (LBE) certification and considers Local Impact and certified LBE status as positive factors in evaluation. LBE applicants must demonstrate filing of a Business Income and Receipts Tax return within the preceding 12 months, a valid Commercial Activity License and all necessary permits for at least 18 months, and continuous staffing of an office within the City, plus at least one additional criterion regarding principal place of business, employee residence concentration, work location, or gross receipts sourcing. Local Impact certification alternatively allows applicants to commit to employing City residents and performing work within the City.
Deliverables include recruitment and promotional videos, social media video packages, photography, graphic design products, digital marketing materials, recruitment campaign assets, media training curriculum, communications plans, edited video files, and monthly progress reports. The contract carries a fixed-price cap of $99,000 total with an initial term from November 1, 2026 through October 18, 2027, with an option for the City to add up to three additional one-year terms at its sole discretion. Applicants must provide detailed line-item cost breakdowns and confirm agreement to hourly rates established by the Police Department for services beyond the fixed-price training component. Travel costs are reimbursable only if approved by the Department and in accordance with City policy, following Federal Government Maximum Per Diem rates. Payment occurs monthly upon completion and approval of specified work.
All contractors must comply with Philadelphia regulations including business licensing, tax obligations, the 21st Century Minimum Wage and Benefits Standard, and mandatory Transparency in Business disclosures for contracts valued at or over $99,000. Proposals must include company profile, proposed scope of work (limited to 10 pages), schedule, cost proposal, personnel qualifications, references, financial capacity documentation, exceptions to terms and conditions, and the required Transparency in Business disclosure. Anticipated selection is October 12, 2026, with contract execution by October 30, 2026. Insurance requirements include General Liability of $1 million per occurrence, Workers' Compensation at statutory limits, and Professional Liability of $500,000 minimum.
