About this opportunity

The City of Cortez, Colorado is requesting proposals for asbestos abatement at Cortez Airport (22874 Road F) under an EPA Brownfield Cleanup Grant, with proposals due September 9, 2026 at 3:00 PM MDT. Contractors must hold Colorado-certified General Abatement Contractor status with current state asbestos certification and maintain active SAM.gov registration in good standing.

The scope encompasses removal and proper disposal of asbestos-containing materials from three buildings: the Fixed Based Operations building (9,250 square feet), the Airport Terminal Building (4,000 square feet), and the original auxiliary/Hertz building (5,600 square feet). Materials to be abated include window glazing (540 linear feet in FBO), thermal system insulation containing up to 60% chrysotile asbestos, floor tiles, window caulk, wall panel glue, roof tar and flashing, and sealant. Work includes post-abatement clearance sampling and mobilization; the Hertz building is unoccupied while the Terminal and FBO buildings remain operational, potentially requiring up to three separate mobilizations. The anticipated construction period is Fall 2026.

Proposals are evaluated on a competitive sealed best-value basis: qualifications (technical approach, experience and past performance, project management, staffing plan, safety record, job standards, and local presence) account for 40% of the score, and bid price accounts for 60%. The contract is subject to Davis-Bacon Act requirements with an anticipated minimum wage of $17.75 per hour, and compliance with 2 CFR Part 200 and all EPA award terms. Contractors must maintain workers' compensation insurance and comprehensive general liability and automobile liability insurance with minimum limits of $1 million each occurrence and $1 million aggregate. A bid bond of not less than 5% of the total bid is required; performance and payment bonds of 100% of the bid amount are required upon award. Women-owned, minority-owned, and veteran-owned businesses are encouraged to respond. Written notification of selection is anticipated for September 23, 2026, with a fully executed contract anticipated by October 12, 2026.
