About this opportunity
The Maine Department of Inland Fish and Wildlife is requesting quotes for the purchase, delivery, installation, and startup of a 50 KW propane standby generator at the Embden Rearing Station, with quotes due January 31, 2011 at 2:00 p.m. local time.
The generator must be either Kohler or Onan brand, EPA-certified, UL 2200 listed, and equipped with a digital control panel, automatic electric transfer switch, battery and heater for cold-weather starts, and a full lockable enclosure. The scope includes removal and disposal of the existing unit; electrical upgrades to support a 200-amp breaker service; installation of four interlocks with variable adjustment capabilities (0–60 seconds) for backwash pumps and drum filter motors; a generator alarm light on the drum filter building exterior; and all connections to facilitate propane vendor hookup. The existing concrete base measures 89 inches long by 41 inches wide by 6 inches high; bidders must evaluate its suitability and include costs for necessary modifications. The generator will supply emergency power to multiple facility buildings.
Bidders must provide pricing in two parts: unit price (with warranty) and installation price, FOB Embden, Maine, each specifying inclusions and exclusions. An optional third line for extended warranty coverage up to five years (including service, maintenance, and labor) will be evaluated separately and will not affect the primary award. Bidders must indicate the timeline from purchase order execution to project completion, with "as soon as possible" being preferred and a potential award factor. Evidence of minimum $400,000 insurance coverage, references from similar projects, and descriptions of manufacturer and installer warranties are required. The winning bidder must conduct a minimum two-hour on-site load test and provide training to up to six IFW staff members. Payment occurs 30 days after formal startup and project approval by the IFW Superintendent or designee.
In-state bidders or those offering commodities produced or manufactured in Maine receive preference in case of tied quotes. Site visits may be scheduled with at least 48 hours' notice through Bambi L. Tefft, Buyer II, Division of Purchases. Questions must be posted on the AdvantageME Vendor Self Service website and will be answered within 24 hours; all questions are valid only up to 24 hours prior to bid closing.
