About this file
This is a Request for Quote issued by the Maine Department of Inland Fish and Wildlife for the purchase and installation of a propane-powered standby generator at the Embden Rearing Station. The project scope encompasses provision, delivery, site preparation, wiring, installation, and successful startup and testing of a 50 KW, 120V/240V, single-phase, 60 Hz propane-powered generator unit to replace an existing unit and provide emergency power to multiple facility buildings. The generator must be either Kohler or Onan brand, EPA-certified with emissions compliance, UL 2200 listed, equipped with a digital control panel, automatic electric transfer switch, battery and heater for cold weather starts, and a full lockable enclosure. Installation requirements include removal and disposal of the existing unit, electrical upgrades to support a 200 Amp breaker service, installation of four interlocks with variable adjustment capabilities (0-60 seconds) for backwash pumps and drum filter motors, placement of a generator alarm light on the drum filter building exterior, and all connections to facilitate propane vendor hookup. The existing concrete base measures 89 inches long by 41 inches wide by 6 inches high, and bidders must evaluate its suitability and include costs for any necessary modifications. Interested bidders may schedule site visits with at least 48 hours' notice through the buyer, Bambi L. Tefft, Buyer II, Division of Purchases, Department of Administrative and Financial Services. All questions must be posted on the Advantage Me Vendor Self Service website and will be answered within 24 hours.
Bidders must provide pricing in two parts: the generator unit price (with warranty) and the installation price, FOB Embden, Maine, with each line item specifying inclusions and exclusions. Bidders must also indicate the timeline required from purchase order execution to project completion, with "as soon as possible" being the preference and a potential award factor. An optional third pricing line allows for extended warranty coverage up to five years inclusive of service, maintenance, and labor, which will be evaluated separately and will not affect the award of the primary generator and installation lines. Evidence of minimum $400,000 insurance coverage is required, along with references from similar past projects and descriptions of both manufacturer and installer warranties. All required permits and inspections are the sole responsibility of the winning bidder, who must conduct a minimum two-hour on-site load test under normal operating conditions and provide training to up to six IFW staff members on unit startup and operation. Payment will be made 30 days after formal startup and project approval by the IFW Superintendent or designee.

Inland Fish and Wildlife Request for Quote
Purchase and Installation of Propane Powered Standby Generator
OVERVIEW
The Maine Department of Inland Fish and Wildlife seeks a vendor to provide and install an electrical generation unit to replace the existing unit. This unit will be propane powered and will provide emergency power to the facilities (multiple buildings) at the Embden Rearing Station. Vendors will anticipate all costs, that include but are not limited to those associated with the permitting, provision, site preparation, installation and wiring of an electrical generation unit that complies with the electrical needs of the facility while taking into consideration any noise restrictions, environmental concerns, as well as aesthetics of the final project.
SCOPE
The scope of this project is limited to the provision, delivery, site preparation, wiring, installation and successful start up and testing of emergency propane powered generating unit at the Embden Rearing Station, with a final sign off and acceptance by a representative of IFW. All Federal, State, and local Fire, Building, and Electrical Codes must be met or exceeded. This is considered a commercial building installation; therefore, a final inspection and sign off of acceptance must be completed by the appropriate State of Maine Building Code official, as required by Maine State statute.
REQUIREMENTS
A. Work Requirements
a. Generation Unit: Vendors will provide exact details on the features, benefits and costs for a propane powered generation unit with the following minimum requirements. Descriptive literature must be attached to your bid response.
b. Kohler or Onan, 50 KW, Propane Powered Standby Generator; 120V/240V, single phase, 60 Hz.
i. EPA (including Emissions) certified engine
ii. UL 2200 listed
iii. Digital control panel
iv. Automatic Electric Transfer Switch (existing) (3 wire transfer switch to generator, upgrading breaker to 200 Amp service).
v. Battery and Heater to be included (this must assure reliable and efficient cold weather starts).
vi. Full enclosure (shroud with access panels) to be fabricated and included to fit specifically quoted unit. This will meet the needs of regional weather conditions and will include adequate exhaust ventilation.
vii. Enclosure must be able to be fully secured with a locking device to ensure safety and to protect from unauthorized entry and vandalism.
c. Freight to site is to be included in quote price.
d. Installation: Vendors will provide details and costs associated with the delivery, site preparation and installation of the generation unit at the site specified above (Embden, Maine). This will include disconnecting, removal, and disposal of the existing unit and related items. Unit will be disposed of according to any applicable Federal, State, and local codes, regulations, statutes and guidelines including following any Department of Environmental Protection disposal and recycling guidelines.
e. This installation is in an outdoor area with a pre-existing base. The existing concrete base is 89” L x 41” W x 6” H. Each bidder will evaluate and determine if this existing base is suitable for proposed generator.
i. Electrical installation (cable size must be sized for a 200 Amp breaker) – all to current Federal, State, and local codes, statutes, standards, and regulations.
ii. Upgrade wire and conduit size(s) throughout the project to conform to electrical code specifications.
iii. Upgrade and connect generator service to the existing Automatic Transfer Switch – upgrade to 200 Amp breaker service.
iv. Provide and install 4 interlocks (for both backwash pumps and their respective drum filter motor drives). They will provide for a variable adjustment of 0 to 60 second delay (which will be determined and set during the start-up on-site load testing). When load is transferred, the purpose of these features is to prevent motors from starting at the same time and to minimize the risk of any overload or failures.
v. Install generator alarm light on easterly exterior wall of the “Drum Filter Building” that will indicate when generator is in operational mode.
vi. All connections made (to Federal, State, and local codes, statutes, regulations) to facilitate propane vendor’s ease of hook-up. The timing of the hook-up with the propane vendor will be coordinated by IFW staff on location.
vii. Concrete pad – evaluate current base for suitability and include costs for any modifications needed.
viii. Delivery and placement of unit with all peripherals.
ix. Full enclosure – shroud with appropriate access panels; must be secure and lockable.
x. State of Maine can provide a fork truck and assistance to remove old generator and place new generator, but will not assume any liability or responsibility in this endeavor.
f. Vendor Experience and Quality: Vendors will provide details related to their previous experience installing and providing generation units as described above (see references required).
g. Other Requirements:
i. Evidence of insurance – minimum of $400,000.
ii. References from past projects of similar scope and size (provide as a separate attachment to the bid).
iii. A description of warranty (manufacturer and installer) for both the unit and the installation (this may be provided as a separate attachment).
iv. All required permits and inspections shall be the sole responsibility of the winning bidder.
v. At completion of project, as part of the final sign off and acceptance, the vendor will conduct a minimum of a 2 hour on-site load test which will involve operating the entire facilities under normal operating conditions. At the completion of this load test and to the satisfaction of the IFW agency, the Superintendent or his designee will sign off the project as accepted.
vi. The winning bidder will provide IFW staff (up to 6 people in attendance of one training session) training on start-up and operation of the new unit after installation has been completed. This training will meet the manufacturer’s specifications and standards. This training must take into account all parameters for safe and efficient operation. Bidders will specify their Training Proposal.
B. Pricing: Pricing should be described in two parts: the price for the Unit (with warranty) and the Price of the Installation, FOB Embden, Maine. Each price will list exactly what is included and will notate any exclusion in specific terms. Vendors must also indicate how many days will be required to provide, deliver and install the unit from the time the purchase order is executed to completion of the project. The timing requirement for this is for ‘as soon as possible’ and may be a factor in the award decision.
Additionally, line 3 seeks additional warranty time up to 5 years, with service, maintenance and labor inclusive, however, the State of Maine reserves the right to accept or reject line 3 and it is noted that line 3 will be evaluated separately from line 1 (generator) and 2 (installation) and will not affect the award of line 1 and line 2.
Payments: Payments will be made 30 days after the formal start-up of the generator and the work is approved as complete and satisfactory by Superintendent or his chosen IFW designee.
D. Site Visit: Interested bidders may visit the site for inspection upon request and a given appointment time – this must be at least 48 hours before bid closing. Request for an appointment must be made through the buyer by phone or email.
E. All questions must be posted on the Advantage Me Vendor Self Service website and will be answered within 24 hours. Questions will NOT be accepted by phone or email.
