About this opportunity
Broward County's Solid Waste and Recycling Services is soliciting proposals for a propane gas reclamation and tank recycling services contract through its Household Hazardous Waste Program. The procurement seeks a vendor to handle discarded propane gas tanks of various shapes, sizes, and conditions, ranging from full to residual and poor to new. The selected vendor will be responsible for picking up tanks within ten working days from the Broward County North Residential Drop-off Center in Pompano Beach, providing all necessary labor and equipment for quantification and loading. Key objectives include reclaiming propane gas, refurbishing cylinders for resale or reuse, or routing tanks for ferrous recycling if they cannot be returned to service. The vendor must comply with all federal, state, and local regulations regarding handling, transport, recovery, and recycling of propane tanks. Minimum vendor qualifications include three years of propane gas recovery experience, completion of one similar project in the past five years, and ownership or agreement to use dedicated propane reclamation and transportation equipment. The solicitation was posted on August 11, 2025, with proposals due by August 14, 2025.
There are no specific set-aside designations or restrictions on responding organizations mentioned in the documentation. The contract will be structured as a purchase order with unit pricing, and vendors may request price adjustments if propane gas or ferrous metal market prices change by 7.5% or more, with only one adjustment permitted annually. Insurance requirements are comprehensive, including $1,000,000 in general liability coverage, $1,000,000 in auto liability, and workers' compensation at statutory limits. The contract period is expected to be three years, with potential extensions up to two additional one-year renewal terms, not exceeding five years total. While no specific budget range is explicitly stated, the contract allows for monthly invoicing within ten working days of each month, with pricing inclusive of all labor, materials, transportation, licensing, fees, and permits. The County is tax-exempt and will require the vendor to accept Visa credit card payments without additional fees. Broward County reserves the right to modify requirements and evaluate responses based on lowest responsive and responsible vendor criteria.
