About this file

This is a scope and specifications document for Broward County Solid Waste and Recycling Services seeking a vendor for propane gas reclamation and tank recycling services. The County accepts discarded propane gas tanks of various shapes, sizes, and types through its Household Hazardous Waste Program and requires pickup, transport, reclamation, or delivery services to permitted facilities on an as-needed basis. The vendor must pick up tanks within ten working days of request from the Broward County North Residential Drop-off Center in Pompano Beach or related locations, provide all necessary labor and equipment for quantification and loading, and comply with all federal, state, and local regulations for handling, transporting, recovering, and recycling propane tanks. The tanks will range from full to residual and from poor to new condition, with the vendor responsible for reclaiming propane gas, refurbishing cylinders for resale or reuse, or routing tanks for ferrous recycling if they cannot be returned to service.

The contract will be structured as a Purchase Order with unit pricing for each item, with prices inclusive of all labor, materials, transportation, licensing, fees, and permits. The vendor may request price adjustments if propane gas or ferrous metal market prices change by 7.5% or more, with documentation required and only one adjustment permitted annually. Monthly invoicing is required within ten working days of each month, including original bills of lading or manifests from each pickup location. Minimum vendor qualifications include three years of propane gas recovery experience, one similar project completed in the past five years, and ownership or agreement to use dedicated propane reclamation and transportation equipment. The vendor must designate a single project coordinator and provide written receipts upon pickup, with the option for the County to deliver tanks within three working days if requested.

PROPANE GAS RECLAMATION and TANK RECYCLING

Scope and Specifications

Broward County Solid Waste and Recycling Services accepts discarded propane gas and tanks in original containers of various shapes, sizes and types, through its Household Hazardous Waste Program.

The purpose of this solicitation is to create an agreement with a vendor for pickup, transport, reclamation, or delivery at a permitted facility on an as needed basis. The vendor shall comply with all applicable Federal, State and local regulations regarding the handling, transport, recovery and recycling of propane/tanks.

Tanks will be full, partially full or contain residual. Tanks will be in poor to new condition.

Invoice and Payment

The award of this solicitation will result in a Purchase Order, which will be used to process invoices for issuance of payment.

Invoices should be sent to designated SWRS staff for review and approval prior to submittal via email to AccountsPayable@broward.org.

Vendor shall invoice the using agency once per calendar month and within ten (10) working days of the first day of each month. Invoice shall include copies of original bill of lading or manifest from each pickup location.

Vendor shall not apply credit to an invoice. Revenues and invoices shall be kept separate.

Bid Terms and Pricing

All bids shall be submitted as a unit price for each item. Credit for any item(s) shall be notated as ($0.00) within the bid tabulation. Prices shall be inclusive for all labor, materials, transportation, licensing, fees, permits and any and all other associated requirements.

Price Adjustments for Propane Gas or Ferrous Metals

The price offered to the County for propane tank recycling shall be based on current area market prices.

However, the market for propane tanks is volatile, and sudden price increases or decreases could occur during the term of the agreement.

Should there be a decrease/increase in market pricing of propane gas and/or ferrous metals equal to or exceeding 7.5% of contract price after award, vendor may provide a written request to the Purchasing Division for a price adjustment. The request shall be supported by a statement to justify the decrease/increase and related documentation not limited to invoices or bills of sale for propane gas or ferrous metals. Awarded vendor must also submit the final adjusted price offered. Broward County Purchasing Division retains the right to refuse the request. There shall not be more than one (1) adjustment annually.

In the event that the market recovers equal to or exceeding the 7.5% threshold after a price decrease/increase, the Vendor shall notify the Purchasing Division in writing and adjust the prices offered.

Shipment, Pickup Location, Delivery and Frequency

At the request of the contract administrator the awarded vendor shall pick up the tanks within ten (10) working days of request. Days and hours for pickup shall be mutually agreed upon by both parties and are subject to adjustments during the term of the agreement.

The vendor shall provide written receipt upon pickup.

Pickup location: Broward County North Residential Drop-off Center, located at 2780 North Powerline Road, Pompano Beach, FL 33069 or related user agency location.

The vendor shall provide all necessary labor, equipment and materials needed to quantify and properly load each shipment from the County’s facility without tasking County staff, equipment or supplies.

If requested by the using agency the County has the right to deliver tanks to the awarded vendor within three

(3) working days of request.

Reclamation Process

Propane shall be reclaimed and recycled in accordance with all applicable Federal, State and local regulations.

Contents within tanks may be used in the reclamation process or recovered for reuse/sale.

The vendor shall refurbish cylinders for resale, reuse or route for ferrous recycling if tank cannot be placed back into service.

If requested by the using agency, the awarded vendor shall provide a written description of the reclamation process including applicable end markets, upon award. Vendor shall submit photos and description of reclamation equipment (not limited to: manufacturer, model, type, intended use, serial number).

Project Coordinator

Vendor shall designate a single project coordinator responsible for all activities included within the terms and conditions of this contract, including but not limited to contractor invoicing, inquiries of payment status, scheduling, planning, and related issues or services. Contractor shall provide immediate notice to the County if the project coordinator is replaced, and future project coordinator contact information.
