About this opportunity

The Maryland Department of Juvenile Services is soliciting bids to install three propane furnaces with air conditioning units in the school building at Backbone Mountain Youth Center (BMYC), a secure treatment facility for male youth in Swanton, Maryland, with bids due September 8, 2026 at 12:00 p.m. This is a Small Business Reserve Procurement limited to businesses certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs—a restrictive set-aside that filters most potential bidders.

The scope requires installation of three Bard Model W36G3-AXB forced air furnaces with cooling units or equivalent models, connection of all lines, fittings, and wires to existing ductwork, integration with existing thermostats including one new line wire for a far-unit thermostat, and condensate line connections. The contractor must supply all labor, equipment, materials, supplies, insurance, licenses, and permits. Work must commence no later than 30 days after award and be completed within 45 days of start date. A minimum two-year workmanship guarantee is required as part of the bid.

Minimum qualifications mandate five years of experience providing this type of work, three or more references from the past five years, and a current license from the Maryland Department of Labor. Commercial General Liability insurance of at least $1 million combined single limit and Workers' Compensation insurance of at least $1 million per occurrence are mandatory; the State must be listed as an additional insured.

The contract is firm fixed price. Award will be made on a by-lot basis to the responsive and responsible bidder submitting the most favorable Total Bid Price. The solicitation carries no MBE subcontracting goal and is not federally funded. A pre-bid conference and site visit are scheduled for August 27, 2026 at 11:00 a.m. and 11:30 a.m., respectively. Questions are due August 31, 2026 at 3:00 p.m. Contractor personnel must comply with strict facility security protocols, including criminal background checks with fingerprinting, employee identification procedures, restricted access to youth, and tool accountability measures.
