About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on promotional items under IFB HHS0017577, with responses due July 14, 2026 at 10:30 a.m. Central Time. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract award. No set-asides or local-vendor preferences are stated; HUB Subcontracting Plans are encouraged but not required.
The scope comprises 29 line items of promotional products across writing instruments, drinkware, apparel, bags, electronics, and accessories, with quantities ranging from 50 to 2,000 units per item and specific color and size designations. Items must bear the official HHS logo per Exhibit E specifications. The pricing sheet also includes separate line items for freight, set-up charges, and embroidery tape. Delivery is F.O.B. Destination to HHSC at 12300 Technology Blvd, Austin, Texas 78727, with an estimated 14-day timeline after receipt of order unless bidders specify otherwise. All bids must state firm, fixed unit prices and extensions on Exhibit C, inclusive of labor, materials, equipment, and all related expenses. Price adjustments during the contract term are permitted only at HHSC's sole discretion using a Consumer Price Index formula; contractors may offer decreases at any time. No volume or compensation is guaranteed.
Evaluation will be based on meeting or exceeding specifications, ability to meet delivery requirements, and price. HHSC reserves the right to make single or multiple awards to achieve best value. Evaluation will also consider past vendor performance, financial capability, and contract fulfillment capacity.
Questions or clarifications are due July 2, 2026. Responses to questions will be posted as an addendum on July 7. The anticipated contract start date is July 17, 2026. Bids must be firm and binding for 240 days from submission. Bidders must complete and submit Exhibits A and B (HHS Solicitation Affirmations and Uniform Terms and Conditions) and Form 1295 (Disclosure of Interested Parties) to the Texas Ethics Commission prior to award. Electronic submission through the HHS Online Bid Room is optional; alternative submission methods are available as specified in the solicitation package.
