About this opportunity
The Texas Veterans Commission's Procurement and Payment Services is requesting proposals for promotional and branded merchandise production and delivery to support program awareness and community outreach, with proposals due August 4, 2026 at 5:00 p.m. CST. The contract is a one-time purchase with a total value not to exceed $50,000.
The scope includes apparel, drinkware, bags, writing instruments, technology accessories, and other outreach materials, all produced using artwork, logos, and branding files provided by the Commission. Vendors must submit firm, fixed, itemized pricing covering all labor, fees, tools, reporting, overhead, and administrative expenses with no hidden costs. The Commission identifies state, local, or government discounts and cost-saving strategies as evaluation factors.
Evaluation weighting is: Price Proposal (40 points), Quality (25 points), Delivery & Logistics (20 points), and Experience & Qualifications (15 points). Price is evaluated for reasonableness and overall value, not lowest cost alone. To be eligible, respondents must demonstrate financial resources, satisfactory past performance, necessary personnel and management capability, compliance with all applicable federal and state laws, and must not be delinquent in any Texas taxes under Chapter 171, Tax Code.
The contract remains in effect until all deliverables are accepted and final payment is made; no ongoing contract or future work is guaranteed. Payment follows the Texas Prompt Payment Act at net 30 days after receipt of a correct, itemized invoice and service acceptance. Questions are due July 27, 2026, with answers provided July 29, 2026.
