About this opportunity
The Colorado Department of Early Childhood is soliciting proposals for Promoting Safe and Stable Families (PSSF) Services statewide, with proposals due June 3, 2026, at 2:00 p.m. Mountain Time via BidNet Direct. Eligible applicants include county departments of human or social services, private non-profit organizations, and tribal nations.
The scope encompasses evidence-based family support, family preservation, family reunification, and adoption/post-permanency support services across Colorado. Contractors must implement intensive case management with caseloads of 7–10 families and service durations of 3–12 months; provide intake, assessment using CFSA2 and Protective Factors Survey, family-driven goal setting, resource navigation, and transition services; maintain weekly face-to-face contact during months one through three; and document all activities in the CDEC Salesforce database within ten days of service completion. Tier 1 and Tier 2 organizations must allocate at least 20 percent of funds across each of four service areas. Tier 3 and Tier 4 (statewide) applicants must allocate at least 25 percent toward family reunification and/or adoption/post-permanency services.
Award amounts are tiered: Tier 1 ($25,000–$50,000), Tier 2 ($50,001–$120,000), Tier 3 ($120,001–$200,000), and Tier 4 up to $250,000 for statewide proposals serving at least 50 percent of Colorado counties. All awards require a 30 percent match from non-federal in-kind sources. Contract term runs October 1, 2026, through September 30, 2027, renewable for up to four additional one-year periods. Flex funding of up to 15 percent of the award may support emergency assistance and concrete needs. Allowable costs include personnel, training and certifications, curriculum, CFSA2 licensing, and flex funding. Unallowable costs include facility construction, medical services, gift cards, food for meetings, and residential placement.
Proposals must not exceed 20 pages (excluding attachments) and include completed exhibits for statements of work, budgets, background check attestations, and letters of support from each county where services are offered. Organizations must demonstrate alignment with approved evidence-based program registries including the Title IV-E Prevention Services Clearinghouse, California Evidence-Based Clearinghouse for Child Welfare, or CBCAP ratings. Personnel must complete fingerprint-based background checks and annual mandated reporter training through the Colorado Child Welfare Training System. A pre-proposal conference is scheduled for May 7, 2026, at 1:00 p.m. via Google Meet. Questions are due May 14, 2026, at 2:00 p.m., with answers posted by May 21. Public bid opening is June 4, 2026, at 2:00 p.m.
