Final proposals must be submitted through the Euna Procurement Portal by March 10, 2026, at 1:00 PM EST, with award notifications anticipated by April 10, 2026.
The solicitation encourages participation from diverse business enterprises, including Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Veteran Owned Business Enterprises (VOBE), and Service Disabled Veteran Owned Business Enterprises (SDVOBE). Vendors must comply with specific insurance requirements, including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Automotive Liability ($1,000,000 combined single limit), and Medical/Professional Liability ($1,000,000 per occurrence/$3,000,000 aggregate). Reimbursement will be fee-for-service based on HCPCS codes T1019 and T1019 U1 for uninsured and underinsured Medicaid beneficiaries, with payment rates defined in the Delaware PROMISE Service Certification and Reimbursement Manual.
