About this opportunity

Palm Beach County Department of Airports is requesting proposals for professional airport planning services to complete a Master Plan Update for Palm Beach International Airport under RFP PB 26-9, with proposals due July 15, 2026 at 3:00 PM and a non-mandatory pre-proposal conference held June 29, 2026. All proposers must hold CCNA (Consultant's Competitive Negotiations Act) certification prior to submission.

The scope encompasses public involvement, existing conditions analysis, aviation forecast validation, facility requirements determination, alternatives development and evaluation, airport layout planning, facilities implementation planning, environmental considerations, and financial feasibility analysis. The Master Plan Update must comply with Federal Aviation Administration Advisory Circulars, Florida Department of Transportation guidance, and all applicable Federal, State, and Local codes, regulations, ordinances, and policies. One consultant firm will be selected through individual Consultant Service Authorizations issued by the Department of Airports.

This is a qualifications-based selection with no cost information required in proposals. The County reserves the right to adjust project scope due to budgetary constraints, and no minimum compensation is guaranteed to the selected consultant. Funding will be provided in whole or in part with federal and/or state funds, potentially including FAA grants and FDOT funds.

Selection follows a two-stage process: a Short List Committee will evaluate proposals and shortlist a minimum of two more firms than the number to be selected, with shortlist committee meetings tentatively scheduled for July/August 2026. A Final Selection Committee will then interview shortlisted firms. Evaluation criteria allocate 35 points to ability, knowledge of design criteria, and past performance; 35 points to project approach, understanding, and quality of presentation; and 10 points to volume of previous County work awarded over the past four years. The selected firm must then be submitted to the Board of County Commissioners for final approval, with final selection committee meetings anticipated in August/September 2026.

Proposers must comply with 49 CFR Part 26 DBE Program requirements; no DBE goal has been established for this solicitation, though DBE firms are encouraged to participate. Insurance requirements include Commercial General Liability, Business Automobile Liability, Worker's Compensation, and Professional Liability of not less than $5,000,000 per occurrence and $10,000,000 aggregate. Addendum No. 2 (posted July 7, 2026) clarified that Standard Form 330 may include up to 10 projects with five verifiable references required. Questions were due July 6, 2026. Proposals require one original, six bound copies, and one electronic PDF copy on a flash drive.
