About this opportunity
Palm Beach County Department of Airports is requesting proposals for a Master Plan Update for Palm Beach International Airport under RFP Project PB 26-9, with proposals due July 15, 2026 at 3:00 P.M. and a non-mandatory pre-proposal conference on June 29, 2026 at 2:00 P.M. This is a qualifications-based selection; no overhead rates, fees, or cost information should be included with proposals, and no minimum professional services amount or compensation is guaranteed.
The scope includes a comprehensive Master Plan Update to guide PBI's future development, encompassing public involvement, existing conditions analysis, aviation forecasts validation, facility requirements assessment, alternatives development and evaluation, airport layout plan, facilities implementation plan, environmental considerations, and financial feasibility analysis. All work must comply with FAA Advisory Circulars and applicable Federal, State, and Local regulatory guidance. The selected consultant will be engaged through individual Consultant Service Authorizations and must coordinate with other consultants, contractors, tenants, and local, state, and federal agencies.
A critical eligibility requirement is that the consultant and all subconsultants must be CCNA-certified by the County's Engineering and Public Works Department and registered in the County's Vendor Self Service (VSS) system prior to proposal submission. Insurance requirements are extensive: Commercial General Liability of $5 million each occurrence/aggregate, Business Automobile Liability of $5 million, Professional Liability of $5 million each claim/aggregate, and Worker's Compensation. These insurance standards apply to both prime contractors and subconsultants. The contract will be funded in whole or in part with federal and/or state funds, potentially from FAA and/or Florida Department of Transportation. The solicitation is subject to 49 CFR Part 26 and the Interim Final Rule effective October 3, 2025; no DBE goal has been established.
Evaluation criteria at both short-list and final selection stages are ability and past performance (50 points short-list, 35 points final), approach and understanding of project goals (20 points short-list, 35 points final), and volume of previous work awarded by the County over the past four years (10 points both stages). Proposals must include one original and six copies plus electronic media. Addendum No. 1, issued June 26, 2026, includes the Sample Contract attachment and clarifications on insurance and documentation requirements and must be acknowledged with proposal submission.
