Supporting technical documents include supplemental geotechnical exploration reports by UES Professional Solutions addressing subsurface soil conditions across three stormwater pond areas, with soil boring depths to 20–30 feet and permeability testing data. The western pond presents low-permeability soil challenges; the northeastern and southeastern ponds feature cleaner, permeable sands with saturated vertical permeability of 7.5–32 feet per day. Civil design drawings (base, contours, grading, electrical, stormwater, utilities, and pressure pipe) are available in CAD format. Specifications include a Supplement to FDOT Standards (FY 2025–2026) with 18 major sections covering maintenance of traffic, erosion control, clearing, excavation, asphalt concrete, concrete work, sidewalks, detectable warnings, fencing, signage, and comprehensive sanitary sewage systems. Sanitary sewer components must comply with ANSI/AWWA and ASTM standards for ductile iron pipe, PVC pressure and gravity pipe, and check and plug valves, with hydrostatic testing for pressure lines and low-pressure air testing per UNI-B-6-79 for gravity lines.

All bidding documents are available free of charge in electronic PDF format through the OpenGov portal. The county reserves the right to award to the lowest responsive and responsible bidder and to waive any irregularities or technicalities. Okaloosa County is the sole judge of the bid.
