About this opportunity
The Maryland Transit Administration is canceling Expressions of Interest No. AE-23-001-A, B, and C for project controls services including schedule review, claims analysis, change management, estimating, and project control work on an as-needed basis, effective October 20, 2026. The MTA determined that required modifications to the Scope of Services were of sufficient magnitude that a new solicitation would be more appropriate and fiscally advantageous; the agency intends to issue a replacement solicitation incorporating Project Controls Services for Schedule and Claims Review.
The canceled procurement originally sought three separate five-year contracts with a combined $21 million cap across all awards. Key staff requirements included a Project Manager (required to hold a Professional Engineer license in Maryland), Senior Schedule Engineer, Senior Claims Review Engineer, and Financial Auditor, with eight distinct individuals mandated across designated positions. A 12% Disadvantaged Business Enterprise goal applied, counting only DBE primes toward the target. Joint Venture partners were each required to carry $5 million in Professional Liability coverage independently, and JVs had to be formally established prior to submission rather than submitted as an intent to form.
The three incumbent contracts were held by RKK, AECOM/JMT JV, and STV/Wallace Montgomery JV. Submissions were required in one original plus five copies via U.S. Mail or Mail Courier, alongside one electronic version in Adobe PDF format, with electronic signatures permitted on all documents.
Interested parties should monitor the Maryland Transit Administration for the upcoming replacement solicitation.
