About this file

This addendum clarifies submission requirements and contract details for the Maryland Transit Administration's Expressions of Interest (EOI) for Project Controls Services for Schedule and Claims Review under Contract Nos. AE-23-001-A, B&C. The MTA seeks consultants experienced in change management, schedule review, claims analysis, estimating, and project control services for transit projects on an as-needed, work order basis. The original submission deadline of May 4, 2023, has been extended to May 11, 2023, at 12:00 noon. The MTA anticipates awarding three separate contracts, each with a five-year duration. Key staff submissions must include eight different individuals in designated positions including a Project Manager, Senior Schedule Engineer, Senior Claims Review Engineer, and Financial Auditor, with the Project Manager required to be licensed as a Professional Engineer in Maryland.

The total contract value is stated as $21,000,000 across all three contracts, not to exceed this amount. The MTA requires each Joint Venture partner to carry $5 Million in Professional Liability coverage independently. Submissions must include one original and five copies submitted by U.S. Mail or Mail Courier, plus one electronic version in Adobe PDF format. The three current contract incumbents are RKK, AECOM/JMT JV, and STV/Wallace Montgomery JV. A 12% Disadvantaged Business Enterprise (DBE) goal applies, with the requirement that only DBE primes count toward this goal. Electronic signatures are permitted on all documents, and the JV must be formally established prior to EOI submission rather than submitted as an intent to form.
