The project includes preconstruction services, design, construction, and procurement and installation of furniture, furnishings, and equipment for an approximately 85,000 square foot facility. The proposed hospital will incorporate private patient rooms, shared and specialized support spaces, administration areas, diagnostic and treatment spaces, and various support services necessary to operate the hospital. HHSC is seeking an aggressive design and construction schedule, with plans to have a Guaranteed Maximum Price (GMP) by the end of the design development or 50% construction document phase. Respondents must attend mandatory pre-submittal webinars on February 5 and 6, 2024, and submissions must be hand-delivered or mailed, as electronic submission is prohibited. The estimated cost of the construction work is $90,000,000, which does not include pre-construction management fees, construction management fees, or construction general conditions.

The RFQ does not provide information on any set-aside designations or restrictions on the types of organizations that can respond. There is also no information about any incumbent vendors, current contractors, or existing infrastructure or technology that requires integration. The RFQ also does not specify any award values or budget ranges, focusing instead on the project scope, schedule, and procurement process, with an emphasis on the importance of an aggressive design and construction timeline.
