About this opportunity

Wicomico County Public Schools (WCPS) is seeking a master contract for miscellaneous professional services through a Request for Qualifications (RFQ) for small-scale projects valued under $10 million. The procurement targets licensed architectural, engineering, and professional services in four specific discipline categories: Programming/Pre-Design, Architecture, Mechanical/Electrical/Plumbing (MEP), and Structural Engineering. WCPS intends to pre-qualify a maximum of five to six firms per discipline category for as-needed services, with a preference for firms capable of providing services in-house without subconsultants. Submission requirements include a PDF file not exceeding 20 MB, containing a cover letter, Standard Form 330 (Parts I and II), billable hourly rates, reimbursable expense schedules, workload availability information, and insurance documentation. The RFQ was released on January 9, 2026, with electronic submissions due by 2:00 p.m. EST on February 13, 2026, through the Bonfire portal, and the deadline for submitting clarification questions is February 4, 2026, at 4:00 p.m. EST.

The procurement encourages Certified Minority Business Enterprises to respond and requires all applicants to be licensed professionals in the State of Maryland. Firms must demonstrate previous experience with K-12 projects, with a preference for non-profit and public sector work. WCPS reserves the right to reject any or all bids, waive formalities, and contact bidders for clarifications. The pre-qualification period will span twelve months beginning March 10, 2026, with potential for two additional twelve-month renewals. When individual projects arise, pre-qualified firms will be required to submit proposals within seven working days and will be selected based on project-specific needs. Reimbursable expenses are limited to reproduction, prints, postage, and delivery, with mileage, travel, meals, and cell phone charges explicitly excluded. All project deliverables must be provided in CAD (.dwg), PDF, Microsoft Word, and WCPS Facility Services file naming standards, with final terms of engagement to be negotiated per project potentially using AIA Document B133-2019 or B101-2019.
