About this file

This is a Request for Qualifications (RFQ) issued by Wicomico County Public Schools (WCPS) in Maryland for pre-qualification of architectural and engineering firms to provide miscellaneous professional services for small-scale projects valued under $10 million. WCPS seeks to pre-qualify a maximum of five to six qualified firms in each of four discipline categories: Programming/Pre-Design, Architecture, Mechanical/Electrical/Plumbing (MEP), and Structural Engineering. The RFQ was released on January 9, 2026, with submissions due electronically in PDF format via the Bonfire portal by 2:00 p.m. EST on February 13, 2026. The deadline for submitting questions for clarification is February 4, 2026, at 4:00 p.m. EST. Pre-qualified firms will be selected for a twelve-month period beginning March 10, 2026, with potential for two additional twelve-month renewals. Upon selection, WCPS will contact pre-qualified firms on an as-needed basis to submit proposals for specific projects, with firms required to respond within seven working days.

Submission requirements include one PDF file not exceeding 20 MB containing a cover letter, Standard Form 330 (Parts I and II), billable hourly rates for all personnel, reimbursable expense schedules, workload availability information, and professional liability and general liability insurance documentation. Applicants must be licensed professionals in the State of Maryland and must demonstrate previous experience with K-12 projects, with preference for non-profit and public sector work. WCPS desires firms capable of providing services in-house rather than through subconsultants. All deliverables must be provided in CAD (.dwg), PDF, Microsoft Word, and WCPS Facility Services file naming standards. No site visits or bidders' conferences are mentioned. Final terms of engagement will be negotiated per project and may be based on AIA Document B133-2019 or B101-2019, as applicable.
