About this opportunity

Workforce Solutions Alamo (WSA), a regional workforce board serving 13 counties in the Alamo region of Texas including Bexar County, is conducting a competitive negotiated procurement (RFP #2026-002) for Program Monitoring Services. WSA seeks experienced offerors to provide compliance and programmatic monitoring services for one or more subrecipients, service providers, or contractors across multiple state and federal programs, including WIOA (Adult, Dislocated Worker, and Youth), Trade Adjustment Assistance, TANF/Choices, SNAP E&T, Child Care Services, RESEA, PROWD, and locally-developed contracts such as Ready to Work. Prospective contractors must demonstrate minimum qualifications by providing written affirmation and evidence of having provided similar monitoring services in scope and size within the past three years for other Texas Workforce Boards. The procurement utilizes competitive selection based on best value rather than lowest price, and WSA reserves the right to award multiple contracts. Key dates include a pre-bid conference on March 18, 2026 at 1:00 PM CST via Microsoft Teams, a question deadline of March 19, 2026 at 4:00 PM CDT, and a proposal submission deadline of April 3, 2026 at 2:00 PM CST via BonFire or physical delivery to the WSA Procurement Department at 100 N. Santa Rosa, Suite 120, San Antonio, Texas 78207. The anticipated contract period runs from October 1, 2026 through September 30, 2027, with four one-year renewal options available, not to exceed five years.

Offerors must comply with all applicable federal, state, and local statutes and regulations, including TWC requirements, OMB Uniform Guidance (2 C.F.R. Part 200), and Generally Accepted Accounting Principles. VetHUB certified entities are encouraged to apply and will receive bonus evaluation points for valid certification. Contractors are required to obtain and maintain specified insurance coverage prior to contract execution, including professional liability insurance ($500,000 per claim/$500,000 aggregate), errors and omissions insurance, motor vehicle liability insurance (minimum $100,000 per occurrence), and workers' compensation insurance. Contract funding is contingent upon receipt of sufficient funding from the Texas Workforce Commission and other sources, and WSA reserves the right to terminate contracts for performance issues, noncompliance, or insufficient funds. The RFP is subject to the Texas Public Information Act, requiring that any confidential or proprietary information be clearly marked on proposal pages. Specific award values or budget ranges are not disclosed in the procurement documents provided.
