About this opportunity

The City of Philadelphia's Capital Program Office is requesting proposals for professional services encompassing design, bidding, and construction administration for a new Class A Burn Building at the Philadelphia Fire Academy, with proposals due July 20, 2026 and a mandatory pre-proposal meeting on June 8, 2026. The City encourages Local Business Entity certification and will consider local impact as a significant evaluation factor.

The scope requires comprehensive architectural and engineering services for a multi-story, approximately 19,250-square-foot burn building accommodating controlled live-fire training for Philadelphia Fire Department cadets and active firefighters, with commercial, high-rise, and residential training layouts. Design must achieve LEED v4/v4.1 Gold certification and comply with NFPA 1402 and NFPA 1403 standards. The lead design professional must have minimum five years' experience in burn building design and at least five completed live-burn training facilities. Services include land surveying, geotechnical services, permit applications, municipal approvals, and all coordination with utility providers and government agencies. Deliverables must be prepared in AutoCAD with AIA CAD Layer Guidelines compliance and sealed by Pennsylvania-licensed architects or engineers.

The contract is a qualifications-based, fixed-price lump sum not to exceed $500,000, with the estimated construction budget at $15 million. Compensation is milestone-based: 10% upon pre-design development completion, 35% upon design development approval, 65% upon final construction documents approval, 75% following bid/award, 85% at 40% construction completion, 95% at 80% construction completion, and 100% at substantial completion. The contract term runs from September 14, 2026 through September 13, 2030, with the City retaining the option to extend for up to four additional one-year terms. Providers must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, maintain professional liability insurance of $1 million with a deductible not exceeding $50,000, and demonstrate financial capacity with tax clearance.

Questions are due June 15, 2026 at 5:00 PM, with answers posted by June 30. An optional site visit is scheduled for June 9, 2026 at 10:00 AM. Anticipated selection is August 7, 2026, with contract execution and work commencement September 14, 2026.
