About this file

This RFP Submission Checklist is a compliance document for the Philadelphia Fire Academy's procurement of professional services for the design, bidding, and construction administration of a new Class A Burn Building facility in Pennsylvania. The checklist outlines mandatory submission requirements and documentation that bidders must complete and include with their proposals. Key submission elements include proposal formatting requirements, technical qualifications documentation, insurance and bonding information, references, conflict-of-interest declarations, and compliance certifications. The checklist serves as a quality control tool to ensure all responsive proposals contain the necessary components for evaluation and to streamline the review process by establishing uniform submission standards across all bidding entities.

The checklist emphasizes compliance with specific formatting, organizational, and documentation standards that bidders must follow to have their proposals considered responsive and eligible for evaluation. It functions as an administrative verification document that allows the procurement authority to quickly confirm whether each submission meets baseline requirements before substantive proposal review occurs. While the checklist does not specify pricing structures, contract duration, or funding sources, it establishes the procedural framework that all potential contractors must navigate to participate in the competition for this architectural and construction administration engagement.
