About this file

This is Addendum #1 to a Request for Proposals issued by the City of Philadelphia's Capital Program Office for professional services related to the design, bidding, and construction administration of a new Class A Burn Building at the Philadelphia Fire Academy (Opportunity No. 21260522132250). The addendum, dated June 23, 2026, addresses questions submitted by prospective applicants prior to the proposal deadline of July 20, 2026 and incorporates attendance sign-in sheets from three pre-proposal meetings held on May 18, June 8, and June 9, 2026. The addendum clarifies that all work covered in the supplement shall be included in the original proposal and constitutes one of the contract documents.

The addendum provides critical clarifications on project requirements and site conditions. The Office of Sustainability has confirmed that LEED certification is not required since the burn building will contain no conditioned building space; however, the City intends to pursue sustainability initiatives in alternative forms. The new burn building will be located in the SP-POA-A zoning district, with an anticipated limit of disturbance under one acre. No hazardous materials will be stored in the facility, and no existing environmental reports are available for the site. Utility connections will be minimal, limited to electric service for stairwells, hallways, and select rooms, with water drainage only for sanitary purposes and no natural gas connections anticipated (though propane may be used for minimal Class B training props if included). No Class B prop manufacturer has been pre-selected, and any proposed props must be documented as part of the bid package. The addendum confirms that the City has not pre-registered the project with USGBC and will not pursue LEED v4, v4.1, or v5 certification.
